On August 10th, the Ho Chi Minh City Department of Agriculture and Environment reported on the progress of preparing for the first land price list for 2026.
According to the Department, prior to the merger, all three provinces/cities of Ho Chi Minh, Binh Duong, and Ba Ria-Vung Tau had issued decisions on adjusting the land price list with an application period until the end of December 31, 2025. These land price lists were constructed based on specific routes and are currently being applied stably for land-related financial obligations.
There are now only about 100 working days left until December 31, 2025, to complete the full procedure, including consultant selection, survey and data collection, price calculation and proposal, alignment of prices along the borders of 168 communal-level administrative units, public announcement and consultation with the people and the Fatherland Front Committee, and submission to the Ho Chi Minh City Land Price Appraisal Council… for the issuance of the new land price list.
The Department of Agriculture and Environment of Ho Chi Minh City proposed two options for constructing the new price list due to the limited time frame.
The first option is for the Ho Chi Minh City People’s Committee to approve the Department of Agriculture and Environment to implement the selection of a consulting unit for the project to construct the first land price list according to the order and procedure of designated bidding. At the same time, the Department of Agriculture and Environment will carry out the project to construct the first land price list according to a shortened procedure.

Maintaining the current land prices is a necessary measure to ensure stability and create a safe investment environment for businesses and residents.
The second option is to maintain the price levels issued in the three localities (old Ho Chi Minh City, Binh Duong, and Ba Ria-Vung Tau), integrate them into a common land price list for Ho Chi Minh City from January 1, 2026, until the Ho Chi Minh City People’s Committee issues a new land price list.
According to the analysis of the Department of Agriculture and Environment, all three current land price lists have been recently adjusted and officially issued in accordance with regulations and are within their legal period of application until the end of 2025.
In the context of the real estate market still recovering slowly after a prolonged downturn, maintaining the current land prices is a necessary measure to ensure stability and create a safe investment environment for businesses and residents.
At the same time, continuing to use the land prices that were appropriately designed for the former localities, and now distributed across the common land price list, will facilitate a stable investment environment, reflecting the land absorption capacity of each area.
Moreover, using the adjusted land price lists provides the necessary time to adequately prepare for the construction of a unified land price list for Ho Chi Minh City.
The Ho Chi Minh City Department of Agriculture and Environment affirms that maintaining the price levels of each region according to the old localities is a correct solution, in line with both the law and reality. Deep adjustments or the construction of a new land price list should only be considered after a stable organizational phase, with sufficient data and synchronization across Ho Chi Minh City.
