On July 25th, the Haiphong City People’s Council passed a resolution to supplement the list of land areas for bidding to select investors for projects involving land use in the city for the period of 2025 – 2026.
Accordingly, the Haiphong City People’s Council approved the addition of 13 land areas, including 8 areas for the construction of urban and rural residential areas. These include the urban service area along Song Sat River with an area of approximately 21 hectares, Luu Thuong urban area with over 23 hectares, Luu Kiem urban area with 247 hectares, Hoa Dong urban area with over 48 hectares, Tat Thuong new residential area with 4.6 hectares, the new residential area along Cau Sai River with 10.7 hectares, An Thanh new residential area with 15 hectares, and Hung Dao new residential area with over 18 hectares.
Additionally, there are 5 land areas for the construction of commercial centers, conference centers, cemeteries, and educational institutions located in An Thanh, Lai Khe, Nam Sach, and Thuy Nguyen wards.

The Haiphong City People’s Committee is assigned to review and determine the specific scope, boundaries, land area, objectives, and scale of the projects to ensure compliance with the master plan before implementing the investment, bidding procedures, and regulations. In case of any discrepancies, a report must be submitted to the Haiphong City People’s Council for adjustments before proceeding with the next steps.
According to Resolution No. 03 dated January 3, 2025, the Haiphong City People’s Council (prior to the merger) had approved a list of 43 land areas that met the criteria for organizing bidding to select investors for projects involving land use.
At the 29th session of the XVI Haiphong City People’s Council, the People’s Committee submitted a proposal for the issuance of a resolution by the Haiphong City People’s Council on supplementing the list of land areas for bidding on projects involving land use in Haiphong City for the period of 2025 – 2026.
The supplementation of the list of land areas for bidding on projects involving land use in Haiphong City (post-merger) for the period of 2025 – 2026 serves as a basis for implementing the procedures for selecting investors in accordance with regulations.
