In the early morning of August 12, Mr. Tran Quoc Tuan, Director of the Vinh Long Department of Industry and Trade, confirmed the incident to the Tien Phong journalist. The department has dispatched officers to the site to coordinate with the investor in inspecting and remedying the collapse of the 22kV power line poles connecting the power generation towers of the Thanh Hai 1 Wind Power Plant in Thanh Hai Commune.

“The department has also requested that the investor consider converting the current overhead cable line to an underground cable to ensure the safety of passing ships and maintain aesthetics,” Mr. Tuan added.

According to the Ben Tre Tân Hoàn Cầu Joint Stock Company (investor of the Thanh Hai 1 Wind Power Plant), the incident occurred in the afternoon of August 9. The initial cause was attributed to sudden changes in weather conditions, strong gusts of wind, and high waves while the operation team was conducting maintenance work and pulling an optical cable section underneath.

“It is possible that during the cable pulling process, the wind and waves intensified abruptly, causing the ship to jerk and tighten the cable. Combined with the strong wind, this resulted in the vibration and collapse of a pole at position 12,” explained the investor.

As the poles are interconnected by conductors, when pole 12 fell outwards, it pulled down pole 11, leading to a collapse up to the connection point onshore (position 0). A total of 13 poles were toppled, including 11 offshore and 2 onshore.

The investor asserted that during the maintenance work, the operation team strictly adhered to safety procedures and construction plans. As a result, when the poles collapsed, there was no impact on personnel or equipment. Additionally, the transmission network is equipped with an electrical safety monitoring system and automatic relays that can be controlled from the central control room and turbine towers. Hence, when a pole collapse occurred, the system automatically cut off the power supply.

The collapse only temporarily affected the operation of the plant’s internal transmission line. Currently, the unit is developing a plan to continue maintenance work before the upcoming wind season.

The Thanh Hai – Ben Tre Wind Power Plant Project (now in Vinh Long Province) is invested by Ben Tre Tân Hoàn Cầu Joint Stock Company. The project comprises four plants – Thanh Hai 1, 2, 3, and 4 – with 28 wind turbines and a total capacity of 120MW. The first phase of the project was inaugurated and put into operation in 2022.
