Update on Housing Support Policies for Affected Public Servants in Tuyen Quang Province
The Ministry of Construction has issued a document to the National Assembly Delegation of Tuyen Quang Province, responding to the voters’ recommendations of Ha Giang Province (now Tuyen Quang Province) regarding housing support policies and public housing rental policies for civil servants and employees affected by the merger of provinces and districts.

Specifically, voters in Tuyen Quang Province proposed that after the merger, the Central Government should have policies to support the provinces in reviewing and utilizing land funds and existing office spaces to support civil servants and employees affected by the merger of provinces and districts (due to relocation to new provinces and districts for work).
This will not only help address the difficulties faced by civil servants but also contribute to easing the pressure on rising real estate prices, preventing the disruption of urban planning. Therefore, it is suggested to amend and supplement the Law on Housing 2023, at the 9th session of the 15th National Assembly.
Expanding the Scope of Public Housing Rental: Which Direction to Take?
Regarding housing support policies for civil servants and employees affected by the merger of provinces and districts, the Ministry of Construction stated that on May 29, 2025, the National Assembly passed Resolution 201/2025/QH15 on pilot mechanisms and policies for social housing development. On July 1, 2025, the Government issued Decree No. 192/2025/ND-CP detailing the implementation of Resolution 201/2025/QH15, which introduced numerous special mechanisms and policies to promote and address challenges in social housing development.
The decree also supplemented the conditions for social housing support eligibility for individuals affected by administrative reorganization and expanded the scope to include enterprises, state agencies, political organizations, and socio-political organizations that can rent social housing to accommodate their civil servants, public employees, and staff, thereby providing stability for these individuals in their work.
Regarding the expansion of public housing rental policies, on April 4, 2025, the Prime Minister issued Decision No. 758/QD-TTg on the plan for administrative unit reorganization and the development of a two-tier local government model. This decision assigned the Ministry of Construction to study and issue policies on official housing for officials and civil servants affected by administrative unit reorganization (with a deadline of September 15, 2025).
In accordance with the Prime Minister’s directives, the Ministry of Construction issued documents No. 3089/BXD-QLN on May 7 and No. 3336/BXD-QLN on May 13, guiding localities in implementing public housing policies and requesting reports on public housing needs and recommendations for policy amendments to suit administrative unit reorganization. The Ministry of Construction is currently consolidating the feedback received from the localities.
It is expected that the Ministry of Construction will submit to the competent authorities for issuance of policies to expand the scope of public housing rental along the following lines: Civil servants and public employees in provinces undergoing administrative unit reorganization who do not own a house or own a house far from their workplace will be eligible to rent public housing.
Based on local realities, the People’s Committees of the provinces will elaborate on the cases where individuals own a house but are still eligible for public housing support due to the distance from their workplace.
