The list includes 34 officials from the Land Management Department, with the highest rank being a Deputy Division Head.
These officials are tasked with facilitating land-related procedures as local governments transition to a two-tier model.
Their assignment will last for three months, starting from August 15, 2025.
The Land Management Department will deploy its officials to local governments.
The department is responsible for organizing and managing the deployment process, adhering to legal regulations and delegated authority. They will also monitor the local situation regarding land-related tasks, providing weekly reports to the ministry.
The dispatched officials will guide and support local staff in implementing and resolving land-related issues within their scope. They will identify and address challenges, report to relevant authorities, and propose solutions. Additionally, they will gather insights into the overall implementation of agriculture and environment management in local governments, providing timely reports to the ministry.
Recently, the Ministry of Agriculture and Environment formed 10 working groups, each led by a deputy minister, to provide on-the-ground support to local governments.
Acting Minister Trần Đức Thắng instructed the groups to grasp the situation, provide guidance, and address challenges faced by local governments in the agriculture and environment sectors during the initial phase of the two-tier local government model.

Queuing is fundamental and long-term; it not only affects the running speed but also impacts various states of stability and crisis, agriculture or industrialization, market-oriented or non-market-oriented economy, and so on. Given its significance, structure and structural transformation deserve more attention.”
