On June 16th, the National Assembly’s Standing Committee passed Resolution No. 1656/NQ-UBTVQH15 on the rearrangement of Hanoi’s communal-level administrative units for the year 2025. Following this reorganization, Hanoi now comprises 126 communal-level administrative units, including 51 wards and 75 communes.

As per the Resolution, Long Bien Ward was established by merging parts of Cu Khoi, Phuc Dong, Thach Ban, and Bat Trang wards, along with the entirety of the former Long Bien Ward’s population, and portions of Bo De and Gia Thuy wards’ land areas.

Post-rearrangement, the new Long Bien Ward spans an area of 19.15 square kilometers and is home to over 65,000 residents.

According to the Hanoi Portal, on August 11th, the 1st Long Bien Ward Party Committee Congress for the term 2025-2030 officially commenced.

Mr. Nguyen Manh Ha, Secretary of the Party Committee and Chairman of the Ward People’s Council, shared the ward’s vision for 2045, which includes aspirations to develop Long Bien into a modern ward with a thriving urban chain along the Red River. They aim to leverage the river as a new driver of growth, striving for a high standard of living for its residents, with a GRDP per capita surpassing $36,000. The ward also targets holistic socio-economic progress, in harmony with sustainable development.

By 2030, Long Bien aims to achieve 16 specific indicators across various fields. In terms of urban planning and the environment, the ward targets to have 100% of solid waste sorted at the source, collected, and treated according to standards and regulations, with less than 10% being landfilled. Additionally, they aim to have complete control over all pollution-causing facilities.

In the cultural and social realm, Long Bien strives for an 85% rate of residential areas recognized as “cultural neighborhoods” and a minimum of 93% of families earning the title of “cultural families.”

During the term, the ward aims to add two more national standard schools and achieve health insurance coverage for over 96.5% of the population. They also target ambitious rates of participation in various types of social insurance, including compulsory, unemployment, and voluntary insurance. Notably, the ward aspires to attain a happiness index score of 9/10 for its residents.

For the 2025-2030 period, Long Bien sets a goal of digitizing 100% of eligible administrative procedures and achieving an over 80% usage rate of online public services by its citizens and businesses.
