
Striving to inaugurate the Long Thanh International Airport on December 19, 2025.
The Government Office issued Notification No. 416/TB-VPCP on August 12, 2025, on the conclusions of the Prime Minister at the inspection of the progress of the Long Thanh International Airport Project Phase 1 (the “Project”).
In the Notification, the Prime Minister commended all relevant agencies and units for their active implementation of assigned tasks in the past months, especially the Ministry of Construction, the Vietnam Airports Corporation (ACV), and the investors of the four component projects. The Prime Minister acknowledged the achievements as reported by the Ministry of Construction and some opinions expressed during the meeting.
The new goal for the Project is to substantially complete it and ensure that it meets the standards and conditions for inauguration by December 19, 2025. Therefore, the Prime Minister requested that the relevant entities, agencies, and units reconstruct the project timeline, setting December 19, 2025, as the completion date for all packages and items.
There is still a significant amount of work to be done, including many challenging tasks such as installing high-tech equipment and equipment for flight control. This demands a high level of determination, greater efforts, and more decisive actions from the agencies involved.
The early completion of the Project will create jobs and livelihoods for the people
The Prime Minister affirmed that the early completion of the Project will bring about the following lessons and significance:
1. Assert the resilience and confidence to overcome difficulties and challenges of agencies, units, project management units, investors, contractors, and consulting units.
2. Prove the strength and maturity of the Ministry of Construction, ACV, project management units, investors, contractors, and consulting units.
3. Improve investment efficiency (reduce the ICOR index).
4. Demonstrate the harmonious coordination between ministries, branches, agencies, localities, investors, and joint ventures in the system.
5. Contribute to job creation, livelihoods for the people, and local growth.
6. Prove that “nothing is impossible”; we must have determination and unity, and we must know how to work, listen to opinions, coordinate, and support each other.
Complete the Project on time while ensuring its quality
To achieve the goal of early completion of the Project, the Prime Minister requested that the relevant functional agencies assign tasks with clear personnel, clear work, clear products, clear responsibilities, clear schedules, and clear authority. The ministries, branches, and units involved must strengthen inspection, urge, and monitor.
All the works of the four component projects must be completed simultaneously and put into operation when the Project is inaugurated on December 19, 2025.
The Prime Minister requested that the traffic connection to the Long Thanh International Airport must be smooth with expressways and railways. Therefore, the Ministry of Construction shall inspect and supervise the implementation of tasks by the investors and coordinate with the Ministry of National Defense in ensuring flight technical and mode matters. The Ministry of National Defense shall direct the relevant agencies to coordinate with the Ministry of Construction.
Along with that, complete all the works of the airport such as: telecommunications infrastructure system, electricity, water supply, drainage, fuel supply, parking lots, runways, intra-airport traffic…; works on environmental landscape, shopping and dining service areas…; and other important infrastructure works serving the operation of the Project.
Completing the works on schedule requires ensuring quality, technical and artistic standards, environmental landscape, and preventing corruption, corruption, negativity, and waste. Implement operating and exploiting airport projects in accordance with regulations on standards and implementation procedures; complete the planning of the airport city in accordance with the required progress.
Study the construction of the Logistics Center and Free Trade Area
The Prime Minister requested that the relevant entities of the four component projects reconstruct the project timeline, setting December 19, 2025, as the completion date, with the spirit of “overcoming the sun, winning the rain, not losing to the storm”, “only discussing how to do it, not discussing how to retreat”, constructing with “3 shifts, 4 groups”, working “through holidays and days off”; “eat quickly, sleep urgently”, “if working during the day is not enough, work at night”.
ACV arranges the site, and the People’s Committee of Ho Chi Minh City assigns the Saigon Tourism Corporation (Saigontourist) to deploy catering services to meet the needs of lunch, dinner, and rest for officials, workers, and laborers on the construction site in a responsible and non-profit manner, contributing to the completion and inauguration of the Project on December 19, 2025.
The Prime Minister noted that special attention should be paid to quality, safety, technical and artistic factors, sanitation, drainage, and environmental landscape.
The Ministry of Finance shall study and propose the immediate implementation of the investment in the construction of the Logistics Center and Free Trade Area as proposed by ACV. Report to the Prime Minister in August 2025.
The Ministry of Construction shall review and apply the current regulations to immediately implement the connecting roads to the Project, with a sense of urgency and priority given to items and works completed by December 19, 2025.
Study the underground railway connection between Tan Son Nhat and Long Thanh International Airports
The Prime Minister assigned the People’s Committee of Ho Chi Minh City to coordinate with the People’s Committee of Dong Nai province to immediately study the underground railway connection between Tan Son Nhat International Airport and Long Thanh International Airport. Report to the Prime Minister for approval in August 2025.
The Ministry of Construction and ACV shall study and propose the implementation of the third runway. Report to the Prime Minister in August 2025.
To speed up the progress of implementing and putting into operation the works and projects, the ministries, branches, and investors shall study and apply the regulations on the selection of contractors in special cases in accordance with their competence as prescribed in Decree No. 17/2025/ND-CP dated February 26, 2025, amending and supplementing a number of articles of the decrees detailing a number of articles and measures to implement the Law on Bidding; and prevent corruption, corruption, and waste.
The Ministry of Construction shall carry out the state acceptance of construction works in accordance with regulations.
