In the draft decree on casino business currently open for feedback, the Ministry of Finance proposes a pilot program allowing Vietnamese citizens to enter and participate in casino activities at qualified establishments. The proposed entry fee is VND 2.5 million per day or VND 50 million per month, double or two-and-a-half times the current rates.
Additionally, Vietnamese citizens must be at least 21 years old and possess full civil act capacity. They are required to use VND for purchasing the designated casino chips and can exchange any unused chips back into VND upon leaving.
Individuals are responsible for the authenticity of the documents presented to the casino for entry. Casino businesses, on the other hand, are tasked with checking, screening, and storing these documents for a minimum of five years. They must also maintain separate accounting for chip sales proceeds, declare the number of Vietnamese players, and deposit the ticket sales proceeds into a state treasury account.
