On August 12th, the Government Office issued Notification No. 416, concluding Prime Minister Pham Minh Chinh’s inspection of the progress of Phase 1 of the Long Thanh International Airport Project.
The new target for the project is to substantially complete it by December 19th, ensuring standards and conditions for the inauguration as per regulations. Therefore, the Prime Minister instructed relevant entities and units to reconstruct the project timeline, setting December 19th as the completion date for all packages and items.

There is a significant amount of work remaining, including challenging tasks such as installing high-tech equipment and aviation management systems. The Prime Minister emphasized the need for determination, effort, and decisive action from all involved agencies.
To achieve the goal of early project completion, the Prime Minister instructed relevant authorities to assign tasks with clear responsibilities, deliverables, timelines, and authority. Ministries, sectors, and units must strengthen inspection, monitoring, and supervision.
All four sub-projects must be completed simultaneously and become operational by the inauguration on December 19th.
Emphasizing the importance of seamless transportation connections to the Long Thanh International Airport, the Prime Minister instructed the Ministry of Construction to oversee and inspect the implementation of tasks by investors. The Ministry of Construction is also to coordinate with the Ministry of National Defense regarding aviation technical and flight mode assurance.
Additionally, all airport facilities and amenities must be completed, including telecommunications, electricity, water supply and drainage, fuel supply, aprons, taxiways, internal airport transportation, environmental landscaping, shopping and dining areas, and other critical infrastructure to support the project’s operation.
The Prime Minister stressed the importance of completing the projects on time while ensuring quality, aesthetics, environmental considerations, and preventing corruption, waste, and negativity. The operation and exploitation of the airport must comply with standards and implementation procedures, and the planning of the airport city must align with the required timeline.
The Prime Minister instructed the Vietnam Airports Corporation (ACV) to allocate space, and the HCMC People’s Committee to coordinate with the Saigontourist Corporation to provide dining services to meet the lunch and dinner needs of officials, workers, and employees on the construction site, in a responsible and non-profit manner, contributing to the completion and inauguration of the project by December 19th.
The Ministry of Finance is to research and propose the immediate implementation, within its authority, of the construction of a logistics center and a free trade area as suggested by ACV (report to the Prime Minister in August).
The Ministry of Construction is to review and apply current regulations to immediately implement connecting roads to the project, with a focus on urgency and priority for items and works to be completed by December 19th.
The Prime Minister emphasized the need to pay special attention to quality, safety, aesthetics, sanitation, drainage, and environmental landscape.
Study of an underground railway connection between Tan Son Nhat and Long Thanh
The Prime Minister assigned the HCMC People’s Committee and the People’s Committee of Dong Nai province to immediately study an underground railway connection between Tan Son Nhat International Airport and Long Thanh International Airport (report to the Prime Minister for approval in August).
The Ministry of Construction and ACV are to research and propose the construction of a third runway, reporting to the Prime Minister in August.
To expedite the implementation and operation of the projects, the Prime Minister requested that ministries, sectors, and investors study and apply regulations on selecting contractors in special cases within their competence, in accordance with Decree No. 17/2025, which amends and supplements a number of articles of the decrees detailing and guiding the implementation of the Law on Bidding, and to prevent negativity, corruption, and waste.

The directive emphasizes the importance of evaluating the impact of this proposal and requests a formal report on the operational plan by September.
