Recently, the Economic Police Department of Phu Tho Provincial Public Security, in
collaboration with relevant units, inspected the production facility of MQ Food
Co., Ltd. (formerly known as Cuong Huong Co., Ltd.) in Village 1, Vinh Hung
Commune, Phu Tho Province. The director of the company is Vu Thi Huong
(born 1993), a resident of Vinh Hung Commune, Phu Tho.

The authorities discovered three cold storage warehouses containing 30 tons of
fresh buffalo and pork meat and one ton of fresh sausage, along with a
warehouse of finished products containing three tons of dried buffalo meat and
3.4 tons of packaged dried pork. At the time of the inspection, the company
could not present documents verifying the origin and source of these food
products.

Major General Nguyen Minh Tuan, Director of Phu Tho Provincial Public Security,
directly inspected and directed the units involved in the case. Initially,
the authorities determined that all the raw materials, including frozen
buffalo and pork meat, were imported from India, with a large portion
lacking clear origins and proper invoices and documentation.

Nine drying ovens, which did not meet food safety and hygiene standards, were
used to dry the meat.

Several tons of fresh buffalo and pork meat, sausages, and dried meat products
that failed to meet food safety and hygiene standards were about to be
released to the market by MQ Food Co., Ltd.

From 2020 until now, Huong has used over 1,000 tons of frozen meat to produce
about 400 tons of dried meat products, generating an estimated revenue of
over 100 billion VND.

Some batches of buffalo and pork meat had a putrid odor but were still used to
produce dried meat products sold to consumers.

Packaging labeled “Highland Specialty” while the main ingredients were imported
from unverified and low-quality sources.

To gain consumers’ trust, Huong established a “virtual” branch named Cuong
Huong Co., Ltd. (later changed to MQ Food Co., Ltd.) at No. 22, Alley 15,
Lane 200 Minh Khai, Ha Giang City, and printed this address on the product
packaging along with the words “Highland Specialty.” However, the company
conducted no production or business activities in this locality.

Additionally, Huong purchased HACCP certification (a globally recognized food
safety management system) and printed it on the product packaging. She also
designed QR codes and affixed them to the packaging without registering
with the competent authorities.

The Investigative Police Agency of Phu Tho Provincial Public Security has
initiated a criminal case, prosecuted, and detained Vu Thi Huong for the
offense of “Production and trading of counterfeit goods, which are
foodstuffs.”
