Continuing the meeting agenda, on the morning of August 11, 2025, the National Assembly’s Standing Committee discussed the Assembly’s citizen relations work for July 2025.

In his speech at the meeting, Vice-Chairman Vu Hong Thanh referred to the direction related to the roadmap for preparing to ban gasoline-powered motorbikes in Hanoi’s Ring Road 1. He requested that the Government strengthen communication on this matter.
According to Mr. Thanh, the communication about this policy has not been clear so far, while there is a lot of information on online platforms, causing concern among the people.
Vice-Chairman Vu Hong Thanh expressed his agreement with the policy, aiming towards emission reduction and net-zero targets. However, he emphasized the need for a step-by-step roadmap to achieve a complete ban.
Additionally, he noted the importance of providing support measures, from production to registration, inspection, and replacement. “By mid-2026, gasoline-powered motorbikes will no longer be allowed to operate within Ring Road 1,” said Vice-Chairman Vu Hong Thanh.
Based on this analysis, Mr. Thanh suggested the need for appropriate information and solutions to harmonize the interests of the State in environmental protection, gasoline vehicle manufacturers, and the people.
“Especially for those who have recently purchased gasoline-powered motorbikes but will only have about a year left to use them within Ring Road 1. These issues need attention,” Mr. Vu Hong Thanh added.

Mr. Phuong mentioned opinions suggesting that Ring Road 1 or Ring Road 3 of Hanoi is still part of the whole country. Therefore, the implementation should include a roadmap, solutions, and proper safeguards.

On the evening of August 4, Prime Minister Pham Minh Chinh, head of the National Steering Committee for the Implementation of Resolution No. 68-NQ/TW of the Political Bureau on private economic development, chaired the Committee’s first meeting.
