Surprise Over Two Signatures
As reported in the investigative series “Magic Transformation” in land management and construction in the NLD on August 7 and 8, Mr. Ho Quoc Dung, Secretary of the Gia Lai Provincial Party Committee, said he would ask the police to investigate, clarify and handle it according to regulations.
As the NLD has reflected, the land area of more than 2,500 square meters located in Thanh Long village, Quy Nhon Tay ward, Gia Lai province, was once state-managed and used by the Phuoc Thanh 3 Cooperative.
However, this land has been “transformed” into private property under the name of Le Thi Chanh Tuyet (born in 1973, residing in Tuy Phuoc district, Gia Lai province). Soon after, the land was quickly transferred to multiple owners.
According to the registered file for the land use right certificate that the NLD obtained, the key point in turning public land into private land lies in the ballot for the residents’ opinions on the land’s origin and the time of use, established by the People’s Committee of Phuoc My (former) on July 4, 2018.
Besides Mr. Le Cong Duc (deceased), there were two other names on the ballot, presumed to be representatives of the residential area, confirming that the land was reclaimed and established by Ms. Tuyet’s parents from 1982 to 1992. However, when approached by reporters, both individuals were surprised and asserted that they had never signed any documents related to this land.
Mr. Nguyen Van Xuan (born in 1937, residing in Hamlet 4, Thanh Long village, Quy Nhon Tay ward) examined the signature in the file and confirmed that it was entirely forged. “I was never invited to give my opinion about this land. In fact, the land in Thanh Long village that Ms. Tuyet was granted the land-use right certificate was once state-managed and used by the Phuoc Thanh 3 Cooperative. Previously, Ms. Tuyet’s father, Mr. Le Hoang Thanh, only borrowed it temporarily to park his bulldozer serving construction projects such as Chieu Market, Chieu Bridge, and Bau Sen Field. When Mr. Thanh illegally built a house on this land, the authorities forcibly dismantled it. If they truly wanted to gather the residents’ opinions, they should have asked the households living around this land. I live quite far away, so why would they need my opinion?” Mr. Xuan questioned.
Similarly, Ms. Ho Thi Quyen (born in 1945, residing in Hamlet 4, Thanh Long village) was also astonished to see her name and signature on the ballot for residents’ opinions. “I know nothing about this matter. That signature must be fake. I request the authorities to clarify who forged my name and for what purpose,” Ms. Quyen said angrily.

Strict Handling
According to our understanding, the ballot for residents’ opinions is a mandatory document in the dossier for applying for a land-use right certificate in the case of reclaimed land. Therefore, the ambiguity in this ballot raises many questions for the authorities.
A retired official in the locality opined that this is an essential link in determining responsibility. “It cannot be said to be a mistake. Each forged signature is a violation of the law. If this is not clarified, it will set a dangerous precedent,” the retired official said.
Mr. Nguyen Quang Minh, Chairman of the People’s Committee of Quy Nhon Tay Ward, said that he had just taken office from July 1, so he was not fully aware of the situation in the locality. “But I affirm that if the verification results are as reported by the newspaper, there will be strict handling. Whoever is wrong will be dealt with accordingly, without any cover-up,” Mr. Minh confirmed.
Mr. Pham Anh Tuan, Chairman of the Provincial People’s Committee of Gia Lai, said that he had requested the relevant agencies to review all the contents reported by the newspaper. “The province’s view is that if any violations are discovered, they will be strictly handled,” Mr. Tuan said.
Clarifying the Document Burning Incident
On August 11, NLD‘s private source informed that the Gia Lai Provincial Police are investigating a document-burning incident that occurred at the headquarters of the People’s Committee of Phuoc My (former). Accordingly, the police have worked with the leaders and officials of Quy Nhon Tay Ward and Phuoc My (former) Commune and related individuals to verify the content and origin of the burned documents.
In late June 2025, people noticed thick smoke billowing from the premises of the People’s Committee of Phuoc My. At the scene, many stacks of documents with red stamps were burning. People managed to retrieve a portion of the intact documents, including complaints and denunciations and documents resolving the cases.
According to regulations, all files, documents, and public assets must be fully handed over, with an inventory list and confirmation from the involved parties.
