Vietnam’s Ministry of Construction has issued a decision on the plan to upgrade the information system for housing and the real estate market.

The Ministry aims to transform the system into a unified digital platform, synchronizing and interconnecting with national and specialized databases while ensuring transparent information disclosure to the public and businesses.

Additionally, the goal is to ensure that 100% of housing and real estate data is updated accurately, comprehensively, and securely, ready for integration and utilization in the digital environment.

Advanced technologies will be applied to support market trend forecasting and analysis, adhering to the timeline set by the directives of the Party, the Government, and the Ministry of Construction regarding the development of science, technology, innovation, and digital transformation.

The first phase, in 2025, involves reviewing legal regulations in Decree No. 94/2024 and building the database according to the plan, ensuring classification, assessment of current status, and integration and sharing capabilities.

Specifically, the Ministry of Construction assigns the Information Technology Center to coordinate with the Housing and Real Estate Market Management Department to complete the system upgrade and conduct a safety assessment before October 31, 2025.

From November 1 to 30, 2025, housing and real estate data will be updated and synchronized on the system.

In the second phase, during 2026, the Ministry will continue to improve and enhance the quality of the information system for housing and the real estate market to support management functions.

The Housing and Real Estate Market Management Department, in collaboration with relevant units, will evaluate, review, and amend indicators to perfect the information system and database for housing and the real estate market by March 30, 2026.

From March to June 2026, the system will undergo upgrades, enhancements, and the addition of indicators to meet state management requirements.

The Ministry of Construction aims to complete and operate the information system for housing and the real estate market by November 30, 2026.

In reality, Vietnam’s real estate market has long faced issues with dispersed and uncoordinated information. Data on housing prices, supply, transactions, and planning have been scattered across different localities, challenging to access, and not always up to date.

This situation not only creates difficulties for managing authorities but also increases risks for investors, businesses, and individuals when making decisions.

According to real estate experts, if housing and real estate data are cleaned and disclosed transparently, it will be easier for people and businesses to access information on housing and real estate prices in different areas. This will help reduce speculation, manipulation, and price gouging in the market.
