In the afternoon of August 12, Deputy Prime Minister Ho Duc Phoc and Task Force No. 5 of the Prime Minister worked with Hung Yen province on production and business, import and export, infrastructure development, growth promotion, and acceleration of public investment disbursement.
According to Hung Yen province’s report, the province is currently focusing on attracting investment in the following fields: industry – infrastructure of industrial parks and clusters; high-tech agriculture; trade – logistics services; urban and residential development, especially eco-cities, resort towns, and service urban areas; transportation, healthcare, and high-tech waste treatment.
The province also pays special attention to the orientation of developing a sea-oriented economic space through key projects in the Thai Binh Economic Zone.
In the first seven months, Hung Yen (after the merger) attracted new and adjusted investment of VND 118,761 billion (equivalent to USD 4,567 million) and USD 1,479 million.
Currently, the total number of valid projects in the province is 3,891, including 3,000 domestic projects and 891 FDI projects, with a total registered capital of VND 644,885 billion and USD 16,154 million…
Regarding the development of the Proposal for the Establishment of the Hung Yen Special Economic Zone, Hung Yen province is directing relevant departments, sectors, and units to coordinate with consulting units to research and develop the Proposal for the Establishment of the Hung Yen Special Economic Zone (based on the Thai Binh Economic Zone in Hung Yen province).
The Hung Yen Special Economic Zone aims to develop an integrated, multi-sector, and multi-field model, focusing on high-tech industries, digital and high-quality services, and forming a vibrant living ecosystem.
At present, consulting units and competent authorities of the province are urgently studying and developing the contents of the Proposal and preparing procedures to submit to competent authorities for consideration and completion, ensuring regulations.
In terms of infrastructure development, Hung Yen province is a bright spot in the key economic region of the North, especially thanks to its orientation of developing synchronous and modern infrastructure in transportation, industry, logistics, and eco-cities. After the merger of the two provinces, Hung Yen has directed its departments and sectors to focus on studying and developing the proposal for the establishment of the Special Economic Zone, proposing the planning of developing road routes that connect heritage, culture, and tourism, as well as economic development along the Red River, Ring Road 4 – Hanoi Capital Region, Tan Phuc – Vong Phan Road, coastal road, road from Thai Binh Ward to Pho Hien Ward, Lao Cai – Hai Phong, and Quang Ninh railway routes, and expanding the development space towards the sea. In addition, the province has worked with the Ministry of Construction on the orientation of planning and developing a deep-water port for ships with a capacity of 200,000 tons…
The report of Hung Yen province also mentions 13 tasks and solutions to ensure the completion of the economic growth target of 10.5%; at the same time, it points out difficulties and obstacles and proposes and recommends: Approve the proposal for Hung Yen province to establish a special economic zone and approve the province to build and apply a special framework of mechanisms and policies.
The province also proposed early guidance on adjusting the provincial planning for the merged localities; supporting central budget capital for investing in bridges across the Red River and Luoc River in Hung Yen province; allowing investment in Diem Dien Port to be able to receive ships with a capacity of up to 200,000 tons; requesting to create conditions for the province to increase the land use ratio of river banks allowed to research and construct works to serve socio-economic development to 15%; and requesting the application of special policies for some key projects…
The province also reported and requested ministries and sectors to remove difficulties and obstacles related to land retrieval, site clearance; land use right transfer; and adjustment of rice land use indicators…

The Deputy Prime Minister emphasized that Hung Yen province has a lot of potential, being located in the center of the Red River Delta, adjacent to Hanoi, Hai Phong, and Bac Ninh, with convenient transportation connections by road, air, and sea; fertile land; and a rich history, a land of geographical advantages and talented people… There is great potential for developing industry, agriculture, trade, logistics, and cultural tourism. Accordingly, the province needs to build a reasonable and tight planning to maximize its potential for rapid and sustainable development.
Deputy Prime Minister Ho Duc Phoc requested Hung Yen province to maximize its potential and advantages, focus on developing high-tech industries and agriculture, selectively attract investment, concentrate resources on essential infrastructure, especially transportation infrastructure, to promote development; in addition to the seaport, it is necessary to review inland waterway ports and connect logistics to effectively exploit cargo transport routes…
