Hong Ha Ward is a newly established administrative unit that officially came into operation on July 1, 2025, by merging 12 wards along the Red River in five districts: Hoan Kiem, Ba Dinh, Tay Ho, Hai Ba Trung, and Long Bien.

During the 2020-2025 period, despite facing numerous challenges, the political system and people of Hong Ha Ward and the former units remained determined to accomplish their set goals.

The economy maintained stable growth, with positive budget revenue results. Urban planning, beautification, development, and environmental sanitation witnessed significant improvements. The cultural and social domains received due attention, with 13 out of 17 public schools attaining national standards (a rate of 76.5%). The material and spiritual lives of the people have been continuously enhanced, and political security and social order have been maintained.

For the 2025-2030 period, the ward sets its goals: enhancing the leadership and combative capacity of the Ward Party Committee; building a pure and strong Ward Party Committee and political system that is comprehensive, streamlined, interconnected, effective, and efficient; constructing a contingent of capable and morally upright ward-level officials who are dynamic, creative, and daring in their thoughts and actions to meet the requirements and tasks of the new situation; taking initiative, being creative, fostering solidarity, and mobilizing all resources to create a breakthrough in building a prosperous, beautiful, civilized, and modern Hong Ha Ward with a riverside urban highlight, making an important contribution to the City and the country’s firm steps in the new era, the era of the nation’s rise.

Speaking at the Congress, Mr. Nguyen Ngoc Tuan, Chairman of the Municipal People’s Council, praised the achievements and requested that the Ward Party Committee closely follow and concretize the Resolutions of the Central Committee, the Politburo, and the City Party Committee. Especially, it is necessary to associate development with the four pillar resolutions of the Politburo on science and technology, international integration, innovation in legal work, and private economic development.

Mr. Nguyen Ngoc Tuan emphasized that Hong Ha is a newly established ward with a large area and population and many new tasks, facing difficulties in terms of infrastructure. He suggested that the Ward Party Committee, authorities, and people of Hong Ha Ward promote the spirit of solidarity, creativity, and aspiration for advancement. They should continuously renew their leadership methods with new, strong, scientific, and effective approaches associated with specific solutions. It is necessary to enhance the capacity and combative strength of the Party organizations, renew their thinking, and organize a streamlined and effective apparatus aimed at better serving the people and businesses.

Along with this, attention should be paid to training and attracting a team of officials, civil servants, and employees with high professional qualifications and moral virtues to meet the requirements of the new situation.

The Chairman of the Municipal People’s Council said that according to the master plan for the Capital on the development of the Hong (Red) River axis, to make the Hong River the true development center of the Capital with a harmonious distribution of ecological, cultural, historical, green, and modern urban spaces on both sides of the Hong River, contributing to a new look for the Capital of culture, civilization, and modernity, with the goal of developing the Hong River as the “new development symbol of the Capital”, Hong Ha Ward needs to review the current situation and plan synchronously, closely following the Law on the Capital to orient long-term development; attract investment in traffic infrastructure connecting inter-regional areas; and effectively exploit land funds to create growth momentum.

At the same time, it is necessary to continue enhancing the effectiveness and efficiency of state management in the fields of land, environment, construction order, and urban civilization. Implementing this content is also to overcome the limitations and shortcomings of the previous term. We must resolutely not let illegal construction, unlicensed construction, construction on public land, agricultural land, and encroached land occur.

Along with this, focus on administrative reform, digital transformation, creating a strong impetus to promote breakthrough development in all fields, building digital government, digital citizens, digital residential areas, and digital communities.

Continue to thoroughly grasp the view that Party building and rectification is a crucial task and a matter of great importance to the Party; effectively implement the Resolutions of the Central Committee on Party building and rectification and the building of the political system; associate with studying and following Ho Chi Minh’s thought, morality, and style; and continuously enhance the leadership capacity and combativeness of Party organizations and the quality of officials and party members…

At the Congress, the Hong Ha Ward Party Committee synthesized and reported the contributions to the draft documents of the 14th National Party Congress and the 18th Congress of the Hanoi Party Committee for the term 2025-2030.

The Congress also announced the decision to appoint the Executive Committee, the Standing Committee, the Secretary, the Vice Secretary, and the Inspection Committee of the Ward Party Committee for the term 2025-2030. Accordingly, Mr. Bui Tuan Anh was appointed as the Secretary of the Hong Ha Ward Party Committee for the term 2025-2030.
