According to the Ministry of Agriculture and Environment, at 9 am on August 11, the water level in the upper Son La reservoir was at an elevation of 201.31 meters, while the lower reservoir was at 117.11 meters. The inflow volume was 3.835 cubic meters per second, and the total outflow to the downstream was 2.724 cubic meters per second.

Following the Operation Procedure for the Cascade Reservoir System in the Hong River Basin, the Minister of Agriculture and Environment ordered the Director of Son La Hydropower Company to open one bottom gate of Son La Hydropower Reservoir at 4 pm on August 11.

Additionally, they must closely monitor the developments of the flood situation, safety of the project, inflow volume, and water levels in the upper and lower reservoirs. Timely reports must be submitted to the Ministry of Agriculture and Environment and relevant agencies.

The Ministry also sent an official dispatch to the People’s Committees of Son La and Phu Tho provinces, requesting them to immediately notify all levels of local government, people, and organizations operating on and along the river, as well as aquaculture facilities, water transport vehicles, ferry terminals, and activities involving sand and gravel extraction and transportation. This is to ensure they are aware of the reservoir’s flood discharge and can proactively take preventive measures to safeguard people and property.

Furthermore, the Ministry requested the localities to inspect and ensure the safety of constructions under construction and promptly report and propose handling solutions for abnormal situations that may occur during the flood discharge process.

In recent days, the Northwest region has experienced heavy rainfall. Forecasts indicate that in the late afternoon and evening of August 11, the mountainous area of the Northern region will continue to experience scattered showers and thunderstorms, with localized heavy rainfall of 10-30mm, and up to 70mm in some places. In the coming days, this area will continue to experience scattered thunderstorms in the late afternoon and evening, with heavy to very heavy rainfall in some locations.

Other hydropower plants, including Lai Chau, Son La, Hoa Binh, and Tuyen Quang, have also significantly reduced their discharge rates compared to the previous day.

The Thac Ba Hydropower Reservoir Opens its Third Spillway Gate

To ensure the safety of the dam, the Minister of Agriculture and Rural Development ordered the opening of the third spillway gate of Thac Ba Hydropower Reservoir. This directive was issued to the Director of Thac Ba Hydropower Joint Stock Company, with the gate opening scheduled for 6 a.m. on September 9th.
