On August 11, the Ho Chi Minh City Department of Construction announced that it is reviewing state-owned land plots and commercial housing projects, allocating 20% of them for social housing. The department is also closely following the National Assembly’s Resolution 201 on the pilot implementation of social housing. By the end of 2025, Ho Chi Minh City is expected to complete 6,300 social housing units and grant construction permits for 22 social housing projects, totaling about 20,000 units.

Regarding the initiative to rebuild old apartment buildings, the department is inspecting apartments constructed before 1994, with approximately 500 buildings falling under this category. Once the inspection is completed, the department will advise on the procedure for demolition and reconstruction.

The Ho Chi Minh City People’s Committee has assigned the Department of Construction to propose policies to support investors engaging in these projects, which were approved by the People’s Council on July 24.

On another note, the department is also leading the review and new planning initiatives following the city’s merger with Binh Duong and Ba Ria-Vung Tau.

Previously, the Ho Chi Minh City People’s Committee directed the Department of Construction to establish a steering committee for the development of social housing, with the department tasked to propose the committee’s structure and operating regulations. Additionally, the department is working on the selection of investors for projects on land plots offered by the city, awaiting the government’s decree guiding the implementation of Resolution 201/2025.

The department is also updating the land plots designated for social housing in the subdivision planning to facilitate the necessary project procedures.

Furthermore, the Department of Construction is urging investors to focus their resources on completing registered projects by the end of 2025 and expediting legal procedures to commence new projects within the year.

The Ho Chi Minh City People’s Committee has also instructed the Department of Construction to develop incentive mechanisms to encourage enterprises and cooperatives to invest in social housing. This includes proposing investment procedures and suggesting support from the VND 120,000 billion credit package.

In collaboration with the Department of Construction, the Department of Finance is advising the People’s Committee on adding social housing completion targets for 2025 and subsequent years up to 2030 to the local socio-economic development indicators for better leadership and guidance.

According to the Department of Construction’s report before the merger, from 2021 to the first quarter of 2025, Ho Chi Minh City completed six projects with 2,745 apartments. Four projects with 2,874 apartments are currently under construction and expected to be finished by the end of 2025. Additionally, the city is in the process of obtaining legal procedures for 21 projects, totaling approximately 40,000 apartments.
