Vietnam's economic growth target for 2025

Vietnam aims for an economic growth rate of 8.3-8.5% in 2025, laying the foundation for double-digit growth in the 2026-2030 period.

According to a recent directive, the global situation has presented new and complex challenges since the beginning of the year. Under the leadership of the Communist Party and the supervision of the National Assembly, the Government and the Prime Minister have directed the resolute and effective implementation of tasks and solutions in various fields. As a result, Vietnam’s socio-economic development in the first seven months has achieved notable and relatively comprehensive results.

Forecasts for the remaining months of the year and beyond indicate a mix of opportunities and challenges, with difficulties likely outweighing advantages.

To ensure the realization of the economic growth target of 8.3-8.5% in 2025 and set the foundation for double-digit growth in the 2026-2030 period, the Prime Minister has instructed the resolute and effective implementation of resolutions and conclusions of the Central Committee, the Politburo, and the National Assembly, as well as directives of the Government and the Prime Minister. This includes promoting growth in the three sectors of industry-construction, agriculture-forestry-fisheries, and services, while proactively adapting to the US reciprocal tariff policy. Maintaining macroeconomic stability, controlling inflation, and ensuring the major balances of the economy are also crucial aspects.

Boosting industrial production alongside market restructuring, product diversification, and supply chain enhancement

Regarding this task, the Ministry of Industry and Trade is assigned to coordinate with relevant agencies to continue restructuring the industrial sector. They aim for an added value growth rate of 9.6-9.8% in the industry sector in 2025, with the processing and manufacturing industry targeting 11.2-11.5%. Additionally, they will research and develop policies to encourage businesses to invest in technology innovation, absorption, and mastery, especially core and fundamental technologies, while promoting industrial property rights protection.

The Ministry of Industry and Trade is also tasked with focusing on investment proposals for power projects in line with the adjusted Power Development Plan VIII. They will resolve lingering issues with long-delayed power projects by the end of August and strengthen the monitoring and management of energy projects and critical power transmission projects to ensure national energy security. They will also work to prevent any instances of fuel shortages under all circumstances.

Large-scale and specialized trade promotion programs will be implemented in key markets, along with enhanced trade promotion for Vietnamese strengths in markets with FTAs/CEPAs, niche markets, and new markets. In 2025, the target is to achieve a total export turnover growth rate of 12% and a trade surplus of $30 billion.

The Ministry of Finance, in collaboration with relevant agencies, will strengthen inspection, control, and supervision of import and export activities, combating smuggling, trade fraud, and illegal transshipment. They will also promote data exchange with other countries’ customs administrations, implement the ASEAN Single Window mechanism, and explore electronic customs data exchange with the Eurasian Economic Union.

The Ministry of Foreign Affairs will continue to coordinate with relevant ministries, sectors, and localities to review and urge the implementation of high-level agreements on market opening between Vietnam and its partners. They will also instruct Vietnamese representative agencies abroad to support the promotion of Vietnamese national brand products at events and economic diplomacy activities. Furthermore, they will research and propose solutions to enhance the practicality, effectiveness, and impact of Vietnam Weeks/Days abroad.

Ministries, agencies, and localities are instructed to maximize digitization and minimize administrative procedures related to import and export goods. They will also support businesses in establishing traceability systems that meet international quality standards and develop regulations related to supply chains for each association.

Promoting agricultural, forestry, and aquatic production linked to sustainable export and consumption

The Ministry of Agriculture and Environment will take the lead in coordinating with relevant agencies and localities to implement effective solutions to promote production and restructure the agricultural sector. This will be linked to the promotion of scientific research, technology application, innovation, and digital transformation. They will organize production according to value chains and continue to develop agriculture towards “eco-agriculture, modern rural areas, and cultured farmers,” ensuring national food security in all situations.

The Ministry of Agriculture and Environment, in collaboration with the Ministry of Foreign Affairs and the Ministry of Industry and Trade, will work on trade promotion and continue to facilitate technical openings. They will also promote exports to markets in China, the Middle East, South America, Africa, and ASEAN. The target for total export turnover of agricultural, forestry, and aquatic products in 2025 is set at $65 billion. They will also urgently push back and effectively prevent the African swine fever and prepare content, programs, and plans to receive and work with the European Commission’s (EC) fifth inspection delegation. The aim is to achieve the best results according to the EC’s inspection plan and resolve the “IUU yellow card” issue as soon as possible.

The Ministry of Industry and Trade, in collaboration with the Ministry of Agriculture and Environment and localities, will build and support activities for eco-labeling of sustainable products. They will closely monitor the global rice market, the adjustment of rice export and import policies of other countries, and grasp the demand for rice imports in markets with high potential, such as the United States and Africa. This information will guide timely solutions for production and export.

The State Bank of Vietnam, in coordination with the Ministry of Agriculture and Environment and localities, will promote the implementation of the program for linked lending in production, processing, and consumption of high-quality and low-emission rice in the Mekong Delta. They will also focus on credit packages for the agricultural, forestry, and aquatic sectors.

Promoting the development of services, tourism, and efficient exploitation of the domestic market

The Ministry of Industry and Trade is assigned to urgently develop a resolution on promoting the development of the domestic market, stimulating consumption, and strengthening the “Vietnamese prioritize Vietnamese goods” movement. They will report to the Government in August and continuously and effectively carry out the work of combating smuggling, trade fraud, counterfeit and substandard goods, and intellectual property infringement. The Ministry will also research and develop a “Duty-Free Port” model to turn Vietnam into a significant logistics hub, reporting to the competent authority in October. They aim for a growth rate of over 25% in e-commerce this year.

The Ministry of Culture, Sports and Tourism will take the lead in coordinating with relevant agencies to innovate tourism promotion and marketing activities, attracting domestic and international tourists. They aim to achieve at least 25 million international tourist arrivals and 150 million domestic tourist arrivals in 2025. The Ministry will also urgently finalize the project on developing the entertainment industry, reporting to the Prime Minister before August 15, and approve the investment decision for the National Target Program on Cultural Development for the period 2025-2035 before September 10.

The Ministry of Finance, along with relevant ministries, agencies, and localities, will promptly and effectively implement the National Assembly’s resolution and action plan on building an international financial center in Vietnam. They will also work on the National Assembly’s resolutions on establishing free trade zones and border economic zones in key localities.

The State Bank of Vietnam will direct credit institutions to continue implementing solutions to promote cashless payments, providing the best conditions for safe, fast, and smooth transactions for the people and businesses.

Boosting social investment and forming new productive capacities for the economy

The Prime Minister requests the Ministry of Construction, ministries, agencies, and localities to resolutely accelerate the progress of strategic and important national transport infrastructure projects. The goal is to complete at least 3,000 km of highways and over 1,700 km of coastal roads this year. They will focus on disbursing 100% of the plan for investment capital from the state budget in 2025 and all investment capital from the increased revenue and savings of the state budget in 2024. Additionally, they will expedite the preparation of investments in some critical railway projects and highway projects for the 2026-2030 period.

In collaboration with Ho Chi Minh City and Hanoi, the Ministry will evaluate the pilot exemption of construction permits for people in areas with detailed planning at a scale of 1/500 and consider expanding the scope of application, reporting to the Prime Minister in the fourth quarter. They will also urgently review and prepare for the simultaneous commencement and inauguration of projects and works to celebrate the 80th anniversary of National Day.

The Ministry of Finance is assigned to submit to the Government in August a draft resolution implementing the Conclusion 115-KL/TW of the Politburo on continuing to improve the efficiency of management, exploitation, and use of resources for the development of the economy. They will also promptly submit to the competent authority the Project on Developing the State Economic Sector, ensuring the progress and requirements. Furthermore, they will promptly resolve difficulties and obstacles in foreign investment projects.

To address lingering projects, the Ministry of Finance and the Government Inspectorate will promptly perform their assigned tasks. Based on this, the Ministry of Finance will prepare a report for the Party Committee of the Government, proposing special solutions to resolve protracted and stagnant projects, reporting to the Standing Committee of the Party Committee of the Government before August 15.

The Ministry of Science and Technology, ministries, agencies, and localities will promptly implement science and technology projects, innovation, and digital transformation that have been allocated funds from the state budget. They will approve the list of projects to be implemented with additional capital from the increased revenue of the state budget in 2024 and complete the National Innovation Startup Project. The Ministry will submit to the Government a draft decree regulating the management of information technology application investment using the state budget and develop special policies to attract at least 100 leading science and technology experts to work in Vietnam.

Ministries, agencies, and localities will develop infrastructure for high-tech and sustainable production sectors and proactively encourage the private sector to participate with the State in strategic fields, key national research projects, and urgent and pressing tasks.

Responding to the US tariff policy

To fulfill this task, the Ministry of Industry and Trade will continue trade negotiations with the US to achieve the most favorable commitments for Vietnam, aiming for a comprehensive trade agreement and strengthening Vietnam-US economic and trade relations towards balance and sustainability. They will also promptly implement signed trade agreements and commitments with the US.

State-owned economic groups and corporations aim for a production or business revenue growth rate of over 10% in 2025. They will strengthen the management and control of cash flow and capital usage and focus on accelerating the progress of key infrastructure projects in transportation and energy. These include the 500kV Lao Cai – Vinh Yen power line, providing electricity from the national grid to Con Dao, and the Long Thanh International Airport (Phase 1) – Component 3, among others.

The Deputy Prime Ministers, according to their assigned areas, will direct ministries, agencies, and localities to implement this directive.

The Party Committee Inspection Commission of the Government and the Government Inspectorate will guide ministries, sectors, and localities to self-inspect and supervise, completing the guidance and reporting to Deputy Prime Minister Nguyen Hoa Binh in August. They will conduct inspections and supervise the implementation of the Prime Minister’s directions in September.
