On the afternoon of August 12, Prime Minister Pham Minh Chinh received Mr. Cristiano Amon, Chairman and CEO of
Qualcomm Incorporated.
At the meeting, the Prime Minister congratulated and highly appreciated the visit of Mr. Cristiano Amon, during which Vietnam Post and Telecommunications Corporation (VNPT) and Qualcomm signed a cooperation agreement towards the establishment of the VNPT-Qualcomm Center of Excellence.
The Prime Minister suggested that Qualcomm cooperate with Vietnamese enterprises, institutes, universities, and the National Innovation Center to develop an innovative startup ecosystem and support Vietnamese businesses to deeper engage in the group’s supply and production chains and those of its partners.
The Prime Minister proposed that Qualcomm
continue to expand its investments in Vietnam, especially in core technologies and higher value-added stages of the semiconductor value chain.
The head of the Government said that Vietnam is continuing to implement breakthrough solutions to facilitate and attract high-quality investments, and promote cooperation such as visa exemption policies for experts and top scientists and technology specialists in the high-quality digital technology industry.
The Vietnamese Government commits to creating a favorable business environment for investors to operate profitably and efficiently, with harmonious interests and shared risks.

Meeting with the Prime Minister, the Qualcomm Chairman expressed his optimism about Vietnam’s future development and highly appreciated the country’s policies on science and technology development, innovation, and digital transformation. The leader of Qualcomm acknowledged that many of the group’s Vietnamese partners, such as
Viettel, VNPT, and FPT…
have grown rapidly.
He shared the group’s activities and proposed cooperation plans in the Vietnamese market to develop strategic technologies and foster innovation in areas such as AI, semiconductors, IoT device manufacturing, electronics, and smartphones, thereby contributing to building a highly competitive Vietnamese economy.
The Qualcomm Chairman believed that Vietnam will become a regional hub for research and development, especially in artificial intelligence (AI).
He affirmed Qualcomm’s readiness to enhance cooperation, support, and human resources development for Vietnam.

Qualcomm is a world-leading group in advanced wireless and mobile communication technologies, headquartered in the US,
with a market capitalization of approximately $160 billion.
Over the years, Qualcomm has operated under a fabless manufacturing model, investing about $70 billion in R&D and holding more than 140,000 patents, leading in 5G technology.
The group is expanding its activities in the field of AI at the Edge, used in devices such as phones, cars, extended reality (XR) glasses, and laptops.
In Vietnam, Qualcomm has been present for over 20 years and has achieved many important milestones. In 2020, the group established its first research and development center in Southeast Asia, located in Hanoi, focusing on the development of technologies related to mobile connectivity and terminal devices.
Notably, in April 2025,
Qualcomm announced the acquisition of MovianAI, an AI generative company under VinAI (Vingroup), and established an AI Research and Development Center in Hanoi.
This is the group’s third-largest AI center globally, after the US and India.
According to the International Data Corporation (IDC), AI is expected to contribute up to $5 trillion to the global economy by 2030. This field is currently being pursued by many countries.
