On August 13, the Ministry of Home Affairs issued Document No. 6383 to central and local authorities regarding the implementation of Conclusion No. 183 of the Politburo and the Secretariat on actively deploying a two-tier local government model and empowering grassroots-level authorities to proactively manage socio-economic development, defense, and security.
Ministries, sectors, and localities need to review, establish a list, and issue retirement decisions for officials and public employees by August 31.
Accordingly, the Ministry of Home Affairs requested that ministries, sectors, and localities focus on reviewing and screening individuals affected by organizational restructuring. They should establish a list and issue retirement decisions for officials, public employees, civil servants, and armed forces personnel under their management in accordance with Decree No. 178/2024 (amended and supplemented by Decree No. 67/2025) before August 31, 2025.
The Ministry of Home Affairs emphasized that the deadline for retirement with full benefits is September 1, after which the benefits will no longer be available.
In cases where competent authorities have issued decisions (early retirement decisions or dismissal decisions) before August 1 to identify individuals retiring by December 31, they will continue to enjoy policies and benefits as stipulated.
The Ministry of Home Affairs requested that ministries, sectors, and localities promptly allocate funds and resolve policy payments for eligible individuals, ensuring completion by August 31. If there are any difficulties or issues related to funding, they should consult the Ministry of Finance for guidance or report to competent authorities for consideration and decision-making.
Previously, at the regular Government meeting in July, Minister of Home Affairs Pham Thi Thanh Tra requested that localities “act quickly and decisively” in policy payments.
Units and localities that have issued retirement decisions for officials and public employees affected by organizational restructuring should promptly implement policy payments in accordance with regulations. Once a retirement decision has been made, payment should be immediate.
Minister Pham Thi Thanh Tra stated that the Ministry of Home Affairs agreed with the Ministry of Finance that if the deadline of August 31 is not met, the Ministry of Home Affairs and the Ministry of Finance will report to competent authorities to consider the responsibility of the heads of these units and localities.
The Minister also noted that officials who do not meet the requirements can be encouraged to retire voluntarily, thus meeting the requirements for restructuring and improving the quality of the team.
