The Hanoi Department of Natural Resources and Environment has recently announced a list of projects that do not meet the criteria to be included in the list of pilot projects under Resolution No. 171/2024/QH15 dated November 30, 2024. This resolution, passed by the National Assembly, pertains to the pilot implementation of commercial housing projects through agreements on the transfer of land use rights or existing land use rights.
According to the department, a total of 169 project land plots were proposed for implementation under Resolution 171 but failed to meet the specified criteria.

For instance, the proposed project land for the Sai Dong Residential Area does not conform to the N10 urban planning regulations.
The land suggested for the Khanh Ha Eco-Housing project is also incompatible with the city’s planning. A portion of this land overlaps with the proposed site for the city’s social housing project, marked as C3-1 in the planning map.
The land proposed for the Da Ton Housing project, on the other hand, lacks sufficient documentation to ascertain its location for evaluation against urban planning and subdivision regulations.
The Hanoi Department of Natural Resources and Environment has also invited organizations and individuals to register for the implementation of commercial housing projects as per Resolution No. 171/2024/QH15.
The required documents include proof of financial capacity, copies of documents certifying land use rights, and an extract of the map or diagram indicating the proposed project site.
Previously, at the 25th session of the Hanoi People’s Council, a list of 150 land plots with a total area of approximately 690.1 hectares was approved for potential pilot projects.
It is important to note that the land plots selected for these pilot projects must meet certain conditions, including compliance with construction and urban planning, as well as alignment with the local housing development program that has been approved.
