The Ho Chi Minh City People’s Committee has issued a directive to the Department of Construction to carry out key tasks to ensure the completion of social housing development targets for 2025 and to reach 100,000 units by 2030.
Accordingly, the Ho Chi Minh City Department of Construction is assigned to urgently allocate investors for social housing land funds that have not been implemented or handed over but remain uninvested. At the same time, project investors must complete procedures and commence construction within 12 months from the date of land allocation.
In addition, the Department of Construction coordinates with relevant units to build and perfect the process and procedures for social housing development by August, issuing support mechanisms to expedite progress, as well as determining land funds for armed forces and workers by the end of the year.

The Department of Construction will also work directly with investors to address difficulties and obstacles, ensuring that projects are constructed according to schedule, and advise on the establishment of a Steering Committee for Social Housing Development in August.
According to the plan, from now until 2030, Ho Chi Minh City will allocate 1,400 hectares of land to develop 100,000 social housing units. Of the total prepared land area of 1,400 hectares, more than 660 hectares are located in 116 ongoing projects, and the remaining approximately 739 hectares will be studied for supplementation into the adjusted master plan.
According to a report by the Department of Construction, up to now, Ho Chi Minh City (the old one) has completed and put into use only five social housing projects with more than 2,300 apartments, along with a part of a worker lodging project with 368 units.
For the period of 2026-2030, Ho Chi Minh City aims to complete between 9,400 and 28,000 social housing units annually. The city is also reviewing the allocation of concentrated social housing land funds to update the city’s master plan, in addition to regulating the allocation of land funds in commercial housing projects.
In 2025, Ho Chi Minh City sets a target to start construction on 16 projects with more than 14,300 apartments and grant construction permits for 22 other projects, with a scale of nearly 32,800 units. To ensure progress, Ho Chi Minh City requires relevant departments to promote administrative procedure reform, especially in the process of construction permitting, project establishment and approval, land allocation, land leasing, and site clearance.
