On August 14, Tien Phong PV spoke to Le Anh Son, Deputy Director of the Ha Tinh Province Construction Department. Son shared that they are awaiting feedback from the Ministry of Construction regarding their proposal to adjust the route of the North-South high-speed rail project due to overlaps and inconsistencies.

The high-speed rail route will overlap with major projects, including the rest stop on the North-South expressway in Cam Hung commune.
According to Son, the current route will impact several important structures: Den Ca in Bac Hong Linh Ward, the Catholic Church in Van Tho village in Can Loc commune, the 110kV transformer station in Nam Hong Linh Ward, the Bac Thach Ha Industrial Park in Viet Xuyen commune, the Ca Cuong clay mine in Song Tri Ward, and the Water Plant in Cam Xuyen commune.
Notably, the section passing through Cam Xuyen and Cam Hung communes overlaps with the main line and rest stop of the North-South expressway project in the east.
“The provincial People’s Committee and the Construction Department have sent multiple proposals to the Ministry of Construction. We have also invited the Railway Project Management Board to work directly with local authorities, but we are still awaiting the final route decision. Therefore, adjustments to avoid overlapping with existing structures are pending,” Son said.
The Ha Tinh Construction Department leader elaborated that the high-speed rail project, traversing the province’s 23 wards and communes, covers over 100 km in length. Preliminary estimates indicate the need for land acquisition of more than 760 hectares, affecting nearly 1,350 households requiring resettlement. Additionally, numerous technical and social infrastructure facilities will need to be relocated. However, the local authorities have only received a tentative boundary for land clearance and are awaiting the official coordinate markers and boundary stakes.

23 wards and communes in Ha Tinh are focused on land clearance and resettlement construction for households affected by the high-speed rail project.
Ha Tinh has established a steering committee and a working group for land clearance for the project’s section in the province. The provincial People’s Committee has issued a plan for land clearance, coordinated implementation of the project, and exploited the fund land in the adjacent areas of the stations. They have also issued directives and urged relevant departments, sectors, and localities to focus on and urgently implement the project.
Given the significant workload, Ha Tinh hopes for unified guidance from relevant ministries and sectors on the scope of compensation, support, and resettlement based on the preliminary design. They also await the final route decision and expedited delivery of boundary markers for land clearance to ensure legal compliance and timely implementation as directed.
