The Lĩnh Nam road, which is set to undergo a significant transformation, currently faces issues such as high traffic volume, frequent congestion, and deteriorating infrastructure. To address these challenges, a road upgrade and expansion project has been proposed, with a focus on enhancing mobility and creating a seamless transportation network for the local community in Ha Noi.

Dense traffic and infrastructure degradation plague Lĩnh Nam Road in Hoang Mai District.
The road upgrade and expansion project will stretch over 3 kilometers, starting from the intersection with Tam Trinh Road and ending at the Nguyen Khoai dyke junction. This project is of utmost importance to alleviate the existing traffic congestion and improve the overall transportation network in the area.

The road upgrade and expansion project aim to enhance mobility and connectivity in the area.
With a total length of approximately 2.4 kilometers, the project will directly benefit the residents of four wards: Mai Dong, Vinh Hung, Linh Nam, and Tran Phu, in the former Hoang Mai district. Currently, the Vinh Hung Ward People’s Committee is overseeing the project as part of the local government restructuring.

The road upgrade and expansion project will cover a length of more than 3 kilometers.
The road upgrade and expansion project, with a total investment of VND 2,493 billion, will encompass an area of 98,345.92 square meters. Ha Noi People’s Committee has approved the project, recognizing its significance in improving the local transportation network and the overall urban infrastructure.

The road upgrade and expansion project will enhance the area’s transportation network.

The road upgrade is a part of the larger vision to improve Ha Noi’s infrastructure.

Ha Noi’s proactive investment of VND 700 billion demonstrates their commitment to the project.
In preparation for the project, the Hoang Mai district conducted a thorough review of 837 technical land plots and approved compensation plans for 24 households and 7 organizations, totaling over VND 35 billion. The district’s Land Clearance Steering Committee has been actively engaging with the remaining households to collect the necessary paperwork. So far, they have gathered 552 out of 837 dossiers, with 285 yet to be obtained. Land retrieval notices have been issued to 174 out of the 552 households.

The district has been actively engaging with residents to facilitate the land clearance process.

Efficient land clearance and resident cooperation are key to the project’s success.
On August 19, 2024, the Ha Noi People’s Committee issued a decision approving the adjustment of the timeline for the road upgrade and expansion project. Shortly after, on August 29, 2024, the city administration agreed to terminate the contract with the Mining and Geology Design Consulting Joint Stock Company. The investor has been instructed to carry out the necessary procedures regarding the contract termination.

The district has taken proactive steps to ensure the project’s progress, including terminating the contract with the previous consultant.

The road upgrade and expansion project is expected to be completed by 2027, transforming the area’s transportation network.
The project, located in the heart of Ha Noi, is set to revolutionize the city’s transportation landscape, providing much-needed relief to commuters and enhancing the overall urban infrastructure.

The Premier’s Charge to Phu Tho Province
“In a bid to fast-track the crucial Laos Cai – Hanoi – Hai Phong railway project, the Prime Minister has directed Phu Tho province to devise a standalone land clearance and resettlement proposal. This directive underscores the government’s commitment to expediting this vital transportation corridor. With a targeted land clearance commencement date of August 19, the province is now tasked with formulating a comprehensive plan to swiftly and efficiently manage the land acquisition and resettlement process, ensuring a smooth path forward for this ambitious railway endeavor.”
Proposed Land Revocation for Businesses Unable to Reach an Agreement with Locals
According to experts, the proposed policy of the State supporting the acquisition of the remaining 25% of land area needed for clearance once an enterprise has negotiated with landowners to obtain 75% consent, is a positive step towards unblocking stalled projects. However, the “75% threshold” should be flexible during the land acquisition process to prevent social backlash or inhumane evictions.
