On August 12th, Working Group 1 of the Ho Chi Minh City National Assembly Delegation, led by Mr. Nguyen Van Loi, Member of the Central Executive Committee and Head of the Ho Chi Minh City National Assembly Delegation, along with Mr. Nguyen Thien Nhan, former Politburo member, former Secretary of the Party Committee, and Head of the Ho Chi Minh City National Assembly Delegation of the 14th term, conducted a survey of several key investment projects in the area, including the Ho Chi Minh City Ring Road 3 Project.

Land clearance work completed 100%
At the intersection of Provincial Road 10, Mr. Luong Minh Phuc, Director of the Project Management Unit for Transport Construction Works in Ho Chi Minh City, reported that up to now, the entire feasibility study report has been approved with a total investment of VND 68,728 billion. The localities have divided the 4 construction projects into 31 packages (21 construction packages and 10 exploitation packages). Currently, 27 packages have been approved, and the remaining 5 packages are being evaluated, expected to be completed in the third quarter of 2025.
Land clearance work has been completed at 100% with 611 hectares of land recovered. Resettlement and infrastructure relocation are also basically completed. The construction packages are accelerating the construction, with a total output of about VND 12,252/24,623 billion (50% volume) for the entire project. Specifically:
Component Project 1: 10 main packages for the construction of viaducts and land improvement, with an output of VND 8,262/16,578 billion (49.8% volume), reaching 100.26% of the plan.
Component Project 3: Construction of Ben Luc – Long Thanh intersection, Huong Lo 19, DT.25B, DT.25C, with an output of 790/1,853 billion VND (42.6%), reaching 95.41% of the plan.
Component Project 5: Construction of bridges, tunnels, drainage, and foundation treatment with CDM, with an output of 1,847/4,354 billion VND (42.4%), reaching 83.24% of the plan.
Component Project 7: Completion of the substructure and superstructure of bridges, tunnels, and drainage, with an output of 1,353/1,838 billion VND (73.6%), reaching 100.15% of the plan.

Technical clearance of some items
According to the progress milestone, on August 19, 2025, some items of the Ho Chi Minh City – Long Thanh – Dau Giay intersection will be technically cleared in synchronization with Nhon Trach Bridge. By December 31, 2025, strive to open to traffic the main route of the expressway with a length of 24.1 km (DATP1: 14.7 km of viaduct; DATP7: 6.4 km; DATP5: 3 km) and technically clear about 41.4 km. By June 30, 2026, the entire 76.3 km route, including the parallel road, will be put into operation.
The construction materials are ensured, including 1.6 million m3 of filling soil, 3.4 million m3 of filling sand, 0.4 million m3 of building sand, and 3.3 million m3 of stone. Mr. Luong Minh Phuc said that currently, the average output reaches 50%, and the units are striving for 70% to open the entire route according to the milestone, including the Phase 1 clearance on August 19, the official clearance of 22 km on December 31, and the technical clearance of the remaining sections.
Ho Chi Minh City also assigned the completion of Tan Van intersection, the addition of a 4-lane parallel bridge to Binh Goi Bridge, the upgrade of 15 km of My Phuoc – Tan Van expressway, the implementation of Go Cong intersection (Thu Duc City) connecting Dong Nai Bridge and Ring Road 2, and the East-West Axis from Vo Van Kiet extended to Ring Road 3.
