In a recent development, Ms. Bui Thi Quynh Van, Secretary of the Quang Ngai Provincial Party Committee and Director of the Steering Committee for the site clearance of the North-South high-speed rail project in the province, chaired the committee’s first meeting.

The North-South high-speed rail project, spanning a length of 86.3 km through Quang Ngai province, commences at Km800+100 in Binh Minh commune and concludes at km886+400 in Khanh Cuong commune.

The route runs parallel to the existing railway and National Highway 1 on the west without any intersections, while also paralleling the North-South expressway.

The section includes 44 bridges (consisting of 18 river and road crossings and 26 viaducts) with a total bridge length of 58.3 km. It traverses through 16 communes and 3 wards within the province.

Preliminary estimates indicate that the project will encompass approximately 562.4 hectares of land, as outlined in the pre-feasibility study report.

The estimated investment for the site clearance component in Quang Ngai province is VND 11,300 billion, including resettlement costs of over VND 1,295 billion for 3,213 resettlement lots.

Local authorities have proposed the construction of 22 new resettlement areas and intend to utilize 2,046 lots in 33 existing resettlement and residential areas from other projects to prioritize allocation for this project.

Ms. Van instructed the provincial People’s Committee to promptly report to the Prime Minister and the Ministry of Construction regarding the province’s recommendations related to certain shortcomings in the high-speed rail project. She recommended that the Prime Minister consider relocating the station to the west of the former Quang Phu ward.

The report should clearly articulate the reasons for the proposed adjustment, highlighting how the new location would reduce compensation and resettlement costs while fostering economic development, social progress, and improved living standards for the province’s residents. Additionally, she advised petitioning the Prime Minister about route adjustments and urged relevant agencies to promptly finalize the route and hand over boundary markers to enable proactive site clearance by local authorities.

The Provincial Party Secretary emphasized that starting September 1, 2025, all departments, sectors, and localities must actively engage in the project without delay. Following the government’s confirmation of the route, it is imperative to determine the affected scope, land area to be reclaimed, and the number of impacted residents to formulate concrete plans for implementing resettlement projects.
