Implementing Special Investment Policies for Gia Binh International Airport
The Government has just issued Resolution No. 3/2025/NQ-CP dated August 14, 2025, on special mechanisms and policies for the investment and construction of Gia Binh International Airport, including: The investment project for the construction of Gia Binh International Airport and related projects at the airport.
The Resolution states that the above-mentioned projects can simultaneously carry out procedures for adjusting planning and commencing construction while also undergoing investment approval procedures.
Investors and project owners are exempt from obtaining construction permits as stipulated by the Law on Construction; they are responsible for fulfilling the conditions for commencing construction of the aforementioned projects according to legal regulations within six months from the commencement date.
The Ministry of Public Security will decide on the selection of investors for the Gia Binh International Airport construction project through a special case of investor selection in accordance with bidding laws before the National Assembly resolves to approve the investment policy.
The project for constructing facilities to ensure the operational capacity of Gia Binh International Airport will be implemented through a Public-Private Partnership (PPP) model, specifically a Build-Transfer (BT) contract, with the investor being paid from the state budget. The project is exempt from obtaining an investment decision as stipulated by PPP laws.

When establishing, appraising, approving, and deciding on investment policies and approving projects that benefit from the above-mentioned special policies and mechanisms, authorized agencies are permitted to decide on matters that differ from the planning.
This Resolution takes effect from August 14, 2025, until the projects benefiting from the special mechanisms and policies are completed.
Hanoi to Commence Construction of a Direct Road to Gia Binh Airport
According to the Hanoi People’s Committee, the city will simultaneously commence construction on nine projects and hold inauguration ceremonies for completed ones, with an online connection to other locations nationwide, scheduled for August 19.
Among these projects is the road connecting Gia Binh Airport to the center of Hanoi (the section passing through the city), which is approximately 14km long with a total investment of over VND 42,451 billion. It comprises two component projects.
Component Project 1 involves site clearance and resettlement support, with a total investment of about VND 8,115 billion from the city’s budget, excluding the value of the BT contract (Build-Transfer) of the remaining component project.
Component Project 2 entails the construction of the road section passing through Hanoi in the form of a Public-Private Partnership (PPP) and a BT contract, with a total investment of approximately VND 34,336 billion.
Gia Binh International Airport – The Largest Airport in Northern Vietnam and the Second Largest in the Country
Previously, the Ministry of Construction approved the adjusted master plan for Gia Binh International Airport, increasing its total area to approximately 1,960 hectares. This makes it the largest airport in Northern Vietnam, surpassing Noi Bai Airport (1,500 hectares). In the whole country, Gia Binh Airport is second only to Long Thanh Airport (5,000 hectares).

The planning objective for the period of 2021-2030 is to achieve a 4E-grade airport (according to the standards of the International Civil Aviation Organization – ICAO). It will have a capacity of approximately 30 million passengers per year and 1.6 million tons of cargo, serving aircraft such as the B777, B787, A350, A321, and other special-purpose aircraft.
Gia Binh International Airport will feature CAT III approach standards for the 07L/25R runway and CAT II approach standards for the 07R/25L runway.
By 2050, the airport aims to attain a 4E-grade airport status (as per ICAO standards), with a capacity of approximately 50 million passengers per year and 2.5 million tons of cargo. It will serve aircraft like the B777, B787, A350, and A321, as well as special-purpose aircraft. The approach standards for the runways 07L/25R, 07R/25L, and 06/24 will be CAT III.
The apron system is designed with a separate helipad for the Air Force Regiment of the People’s Security Army and an area dedicated to special-purpose aircraft and commercial flights. Notably, the airport will feature a VIP terminal exclusively for special-purpose aircraft, located south of the apron area, spanning about 3.2 hectares.
Previously, on December 10, 2024, the Prime Minister attended the groundbreaking ceremony for the Gia Binh Airport project – an airport dedicated to the training and combat readiness missions of the Air Force Regiment of the People’s Security Army.
As it was recently inaugurated, Gia Binh Airport is the newest airport in Northern Vietnam.
