Dispatch to Ministers, heads of ministerial-level agencies, Government agencies; Secretaries and Chairpersons of the People’s Committees of provinces and centrally-run cities; General Directors: Vietnam Television, Voice of Vietnam, Vietnam News Agency; Editor-in-Chief of Nhan Dan Newspaper; Chairman cum General Director of the Military-run Telecommunications and Industry Corporation; Chairman of the Members’ Council, General Director of Vietnam Post and Telecommunications Corporation; Chairmen of the Members’ Councils, General Directors of Corporations and General Companies under the Ministry of Finance.
To prepare for the inauguration and groundbreaking ceremony of 250 projects and works with a total investment of VND 1,280,000 billion to celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 – September 2, 2025) on August 19, 2025, the Prime Minister has issued Dispatch No. 57/CD-TTg dated May 5, 2025 and Dispatch No. 129/CD-TTg dated August 7, 2025 assigning specific tasks to ministries, branches, People’s Committees of provinces and centrally-run cities, corporations, general companies and related units.
Creating a profound impact and spreading awareness in the whole society about the breakthrough in strategic infrastructure development
As there is very little time left until August 19, 2025, to ensure the best preparation for this important political event, the Prime Minister requests:
1. Ministers, heads of ministerial-level agencies, Government agencies; Chairpersons of the People’s Committees of provinces and centrally-run cities; Chairmen of the Members’ Councils, General Directors of Corporations and General Companies shall strictly implement the Prime Minister’s directions in Dispatch No. 129/CD-TTg dated August 7, 2025 and proactively direct the construction of a program in a solemn, safe, effective, and economical manner, creating a profound impact and spreading awareness in the whole society about the breakthrough in strategic infrastructure development nationwide.
Preparing all physical and technical conditions to organize the inauguration and groundbreaking ceremony in a solemn, effective, economical, and safe manner
2. Ministers, heads of ministerial-level agencies, and Government agencies; Chairpersons of the People’s Committees of provinces and centrally-run cities shall direct corporations, general companies, and investors/project owners to:
a) Proactively prepare all physical and technical conditions to organize the inauguration and groundbreaking ceremonies of projects and works under their management following the common script prepared by Vietnam Television, ensuring solemnity, effectiveness, economy, and safety.
b) Closely coordinate with Vietnam Television, Vietnam Post and Telecommunications Corporation (VNPT), and Military-run Telecommunications and Industry Corporation (Viettel) during the preparation process to ensure the successful organization of the event.
c) Take responsibility for: (1) The progress and quality of the events assigned to them, ensuring that all preparation steps for the event (venue, furniture, sound system, LED screens, electricity, etc.) are adequately arranged; (2) Coordinating with VNPT and Viettel to establish transmission links; (3) Collaborating with Vietnam Television/local television stations to produce and provide audio-visual signals that meet technical requirements and the script, fulfilling the needs of online streaming and live broadcasting on national television; (4) Providing Vietnam Television and the Organizing Committee with beautiful images of the projects and works to be included in the broadcast program, sending them to the email address [email protected] by August 15, 2025; (5) Taking full responsibility for the events organized by their agencies or units.
d) Proactively select professional event organizing units with sufficient capacity and experience in organizing events to carry out this task.
d) Proactively invite representatives of relevant agencies, units, and people to attend the ceremony.
Ensuring safety, security, power supply, traffic management, medical services, and fire prevention at the event venues
3. Chairpersons of the People’s Committees of provinces and centrally-run cities shall direct:
a) The provincial/municipal radio and television stations, VNPT, and Viettel to ensure transmission links and provide live images from the local hubs to the main hub at the Vietnam Exhibition Center in Hanoi.
b) The competent authorities of the province to implement plans to ensure safety, security, power supply, traffic management, medical services, and fire prevention at the event venues.
c) Assign a leader of the Provincial People’s Committee or an authorized person to direct and coordinate with the Organizing Committee; take full responsibility for the events organized by the Provincial People’s Committee to meet the requirements of online streaming and live broadcasting on national television.
d) For the main hubs where leaders of the Party, State, Fatherland Front, and central ministries and branches will attend: Direct the provincial/municipal radio and television stations to arrange program presenters at the local hubs; produce and provide images to VNPT and Viettel for transmission to the central hub at the Vietnam Exhibition Center; instruct the event organizing unit to coordinate with VNPT and Viettel to receive and display the program on LED screens at the event.
At the remaining hubs, instruct the investors/project management boards/investors of the projects and works to request the event organizing units to coordinate with VNPT and Viettel to provide transmission signals to the central hub and display the program on LED screens at the event.
Media coverage before, during, and after the event
4. General Director of Vietnam Television shall direct:
a) In collaboration with Voice of Vietnam and Vietnam News Agency, develop a detailed script and program for the ceremony and send it to the Ministry of Construction, ministries, branches, and localities, as well as corporations and general companies by August 15, 2025, for synthesis and unified implementation at the hubs. Take the lead in media coverage before, during, and after the event on the channels and social media ecosystem of Vietnam Television.
b) Take the lead in producing the program, directing, and organizing the program according to the live and online television script between the hubs (about 80 hubs), receiving signals from VNPT and Viettel, and broadcasting on VTV.
c) Coordinate with VNPT, Viettel, local television stations, investors, and relevant agencies and units to produce images and record speeches of agencies, investors, and contractors at the hubs where leaders of the Party, State, Government, and local leaders will attend.
d) Take responsibility for the final rehearsal of the program before broadcasting, ensuring quality, progress, effects, and impact.
e) Take the lead in building a music program (distinctive and representative) at the main hub to promote and inspire a heroic spirit, creating a driving force and inspiration for people and businesses to continue contributing to the country’s development.
g) Arrange program presenters at the hubs where leaders of the Party, State, Government, local leaders, investors, contractors, and people will speak directly.
h) Proactively implement other related tasks according to the plan and program of VTV.
Ensuring the connection of the transmission line before 15:00, August 15, 2025
5. Chairman of the Members’ Council of Vietnam Post and Telecommunications Corporation (VNPT) shall direct:
a) In coordination with Viettel, take responsibility for: (1) Transmission line infrastructure, ensuring the connection of the transmission line before 15:00, August 15, 2025; (2) Providing technical staff at the hubs (please send the list of technical staff to the Organizing Committee); (3) Providing all online event signals to VTV for live broadcasting on national television; (4) Synthesizing images from the hubs and providing signals for display on LED screens at the hubs; (5) Issuing a request dossier to guide investors and project management boards to implement online connection with the central hub at the National Exhibition Fair Center.
b) At 34 hubs: (1) Assign VNPT staff to be responsible for connecting VNPT with the event organizing crew (in charge of sound and LED screens) and the image production crew of VTV or local television stations, ensuring the transmission of images and sound from the hubs to the central hub at the National Exhibition Fair Center (2) Provide program signals (images and sound) to the event organizing unit for display on screens.
c) At the remaining hubs: (1) Be responsible for connecting with event organizing units, providing transmission lines, equipment, cameras, and personnel to connect and transmit signals to the central hub; (2) Provide program signals (images and sound) to the event organizing unit for display on screens.
6. Chairman of the Hanoi People’s Committee shall direct the investor of the National Exhibition Fair Center (main hub) to:
a) Take the lead in organizing the event at the main hub – National Exhibition Fair Center according to the plan, script, and requirements.
b) In coordination with Vietnam Television, VNPT, Viettel, and relevant units: (1) Implement the connection of direct and online television transmission lines from the hubs to the main hub in Hanoi (National Exhibition Fair Center); (2) Establish online technical connections between the hubs where leaders of the Party, State, National Assembly, Fatherland Front, Government, ministers, heads of ministerial-level agencies, and local leaders will attend; (3) Connect transmission lines and record to provide signals at the main hub, ensuring the requirements of online streaming and broadcasting.
7. Minister of Public Security shall direct the development of plans and instruct local public security forces to ensure security and safety and regulate traffic during the event.
8. Vietnam News Agency, Voice of Vietnam, Nhan Dan Newspaper, and other media agencies and press shall develop plans and implement communication programs before, during, and after the event to ensure rich and impressive content and forms, creating a positive energy spread among the people to celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 – September 2, 2025); at the same time, create a driving force and inspiration for the timely and on-schedule implementation and improvement of the quality of projects that are being and will be carried out in the coming time.
9. The Ministry of Construction and the Government Office shall, according to their functions and tasks, monitor, urge, and inspect the implementation of the tasks assigned to ministries, branches, and localities in this Dispatch, and promptly report to Deputy Prime Minister Tran Hong Ha for consideration and direction; in case it exceeds their authority, report to the Prime Minister.
