At the Congress, the Political Report presented by Mr. Duong Quoc Huy, Permanent Deputy Secretary of the Party Committee and Deputy Inspector General of the Government Inspectorate, emphasized that in the context of complex international and domestic developments, the Party Committee of the Government Inspectorate united and led its officials, party members, civil servants, and public employees to basically fulfill the set goals and tasks, leaving many remarkable imprints.

The Report highlighted three significant imprints of the term. First, a strong focus on innovating party building work, proactively strengthening the protection of the Party’s ideological foundation, and strictly implementing resolutions and directives on self-criticism and criticism, along with regulations on setting an exemplary role for officials and party members, especially those in leadership positions.
Second, a determined and concentrated effort to innovate the personnel work and reorganize the organizational structure of the inspection system, with historical highlights for the industry. For the first time, the inspection sector underwent a comprehensive and methodical reorganization to streamline its apparatus by developing and submitting to the Politburo and the Party Central Committee’s Secretariat for approval a project on reorganizing the inspection system to be streamlined, strong, efficient, effective, and capable.
Third, a strong focus on leading and directing the Government Inspectorate and the inspection sector to successfully accomplish their political tasks, especially those that are highly challenging and complex, as assigned by the General Secretary, the Central Steering Committee, the Government, and the Prime Minister.
The Report also outlined the general goal for the term 2025-2030, which is to build a pure and strong Party Committee and grassroots-level party organizations, with party committees effectively playing their role as the political core. This involves enhancing party building, improving the leadership and combativeness of party committees and organizations, and developing a contingent of officials, especially key officials, who are truly exemplary in political will, morality, capacity, and prestige, befitting their assigned tasks.

The Party Committee is determined to prevent ideological, ethical, and lifestyle degeneration and “self-evolution” and “self-transformation” and to strive to overcome all difficulties and challenges to excellently fulfill the tasks assigned by the Party, State, and people.
At the Congress, the decisions of the Party Committee of the Government on the appointment of the Executive Committee, the Standing Committee, the Secretary, and the Deputy Secretaries of the Party Committee of the Government Inspectorate for the first term, term 2025-2030, were announced.
Accordingly, Mr. Doan Hong Phong, Member of the Party Central Committee, Member of the Standing Committee of the Party Committee of the Government, Inspector General of the Government, was appointed as the Secretary of the Party Committee of the Government Inspectorate for the term 2025-2030.
The two Deputy Secretaries of the Party Committee of the Government Inspectorate for the term 2025-2030 are: Mr. Duong Quoc Huy, Permanent Deputy Secretary of the Party Committee for the term 2020-2025 and Deputy Inspector General of the Government Inspectorate; and Mr. Nguyen Huu Hoa, full-time Deputy Secretary of the Party Committee for the term 2020-2025, Head of the Party Committee Organization Board, and Chief of the Personnel Department of the Government Inspectorate.
The Party Committee of the Government appointed 29 members to the Executive Committee of the Party Committee of the Government Inspectorate for the first term, term 2025-2030.
In his directive speech at the Congress, Politburo member and Standing Deputy Prime Minister Nguyen Hoa Binh emphasized that in the term 2025-2030, the tasks of the inspection sector will become even more challenging and complex, especially in the context of the entire Party, people, and army promoting decentralization and delegation of power, along with strengthening the fight against corruption, negativity, and wastefulness.
To achieve the set goals, the Standing Deputy Prime Minister requested the building of an inspection cadre that is truly a sharp “sword” of the Party and the State and a pioneer in the fight against corruption, waste, and negativity. Each inspector must be tempered and possess four critical values: sharp eyes, bright mind, deep knowledge, and strong will.
According to the Government leader, the ultimate goal of inspection is not to handle violations but to build a contingent of officials who do not violate, creating a “healthy body free from illness” for the nation’s robust development and the people’s happiness and well-being.
In addition to detecting and strictly handling violations, inspections must proactively identify “loopholes” in mechanisms and policies to recommend amendments; plugging these loopholes is also a way to prevent violations. Inspections should serve as a tool to remove bottlenecks and unlock resources for development.
Standing Deputy Prime Minister Nguyen Hoa Binh requested that the inspection sector promote digital transformation and apply information technology in its work to improve effectiveness. It is also necessary to continue innovating and enhancing the effectiveness of citizen reception and settlement of denunciations and complaints with the highest spirit of service.
