On August 16, the 1st Congress of the Hanoi People’s Committee Party Committee for the term 2025-2030 officially took place.
In his opening remarks, City Party Committee Secretary Tran Sy Thanh stated that on February 7, 2025, the Hanoi People’s Committee Party Committee was established according to Decision No. 8153-QD/TU of the City Party Executive Committee. This new model of Party organization was born out of the objective requirement to streamline the apparatus towards greater efficiency and effectiveness.
Immediately after its establishment, the City Party Committee urgently completed its apparatus, built regulations, and started its operation. As of July 30, 2025, the City Party Committee had 61 grassroots-level Party organizations with 20,688 Party members.

After its establishment, the City Party Committee has concretized and organized the implementation of resolutions and directives of the Central Committee and the City Party Committee. At the same time, it has directed the grassroots-level Party organizations to perform tasks in socio-economic development, national defense and security, and the effective operation of the two-level local government.
At the Congress, Vice Secretary of the City Party Committee Doan Trung Tuan presented the Political Report to the 1st Congress.

The Political Report identifies three breakthrough stages for the term 2025-2030. These include breakthroughs in enhancing the leadership role of the Party committees through innovating the building, issuance, and implementation of the Party’s guidelines; developing high-quality human resources; and investing in synchronous and modern infrastructure development and connectivity.
Among these priorities, the City Party Committee focuses on transportation infrastructure development, environmental protection, digital transformation, and innovation. It aims for synchronous and inter-regional connected infrastructure, including expressways, national highways, belt roads, and the completion of gateway intersections and bridges across the Red and Duong Rivers.
To effectively implement these breakthroughs, the Political Report proposes nine groups of key tasks and solutions to be carried out during the 2025-2030 term.
Speaking at the Congress, Standing Vice Secretary of the City Party Committee Nguyen Van Phong emphasized that this is the second-largest Party Committee in terms of Party members in the Capital. The City Party Committee plays a crucial role in advising, formulating, and implementing the city’s guidelines and policies.
Vice Secretary Nguyen Van Phong suggested that the City Party Committee continue to build a strong and comprehensive Party organization; promote innovation in leadership methods; foster a daring, responsible, and creative mindset; and build a righteous, serving, and pioneering local government.
Additionally, he emphasized the need to comprehensively promote digital transformation to soon realize the goal of building a digital society, digital government, and digital citizens for the Capital. This contributes to the pioneering role of the Capital’s Party Committee in the new era of national development.
Vice Secretary Nguyen Van Phong also shared that the draft Political Report of the 18th Congress of the City Party Committee sets the goal of developing Hanoi into a “Cultural – Civilized – Modern city with happy people” by 2030, with a per capita GDP of approximately 12,000-13,000 USD. Currently, the expected per capita GDP by the end of 2025 is about 7,200 USD. While this is a significant challenge, with strong efforts, high determination, and appropriate solutions, this goal can surely be achieved.

Vice Secretary Nguyen Van Phong also believed that the keywords “responsibility – innovation – pioneering – development aspiration” would be the spirit throughout the term, enabling Hanoi to make more worthy contributions to the country’s development.
The Congress also discussed and contributed opinions to the draft documents submitted to the 14th National Party Congress and the 18th Congress of the Hanoi Party Committee for the term 2025-2030.
The Congress adopted the Congress Resolution and approved the decision to send a delegation to attend the 18th Hanoi Party Committee Congress.
The Congress announced the decision of the Hanoi Party Executive Committee to appoint the Executive Board of the Hanoi People’s Committee Party Committee for the term 2025-2030. Mr. Tran Sy Thanh, Vice Secretary of the City Party Committee and Chairman of the City People’s Committee, was appointed as the Secretary of the City Party Committee.
