The People’s Committee of Quang Ninh Province on August 15 issued Document No. 3226/QD-UBND, approving Sun Group JSC as the investor of the Van Don Special Administrative-Economic Zone Complex Casino Tourism Service Project.

The project has previously been approved in principle by the Prime Minister in Decision No. 1395/QD-TTg dated June 27, 2025.

With a total area of 244.45 hectares, the project aims to develop a premium tourism, entertainment, and resort complex with casino games (piloted for Vietnamese people). The main activities include casino business, tourism, hotels, resorts, condotels, commercial townhouses, shopping malls, offices, conference centers, sports facilities, entertainment, and high-quality healthcare services.

One of the notable highlights of the project is the premium casino, which will be piloted for Vietnamese participants who meet strict criteria as per current regulations. In addition, tourism, resort, and service activities will be integrated to create a closed ecosystem, targeting international visitors and the domestic middle and upper classes.

This complex will also host large-scale international art performances and vibrant entertainment venues, aiming to make Van Don a desirable destination similar to Macau (China) or Las Vegas (USA). It is expected to become a tourism, resort, and entertainment-casino icon in Quang Ninh, significantly contributing to the development of Van Don Special Economic Zone and enhancing Vietnam’s position on the international tourism and entertainment map.

With a total investment of over $2 billion, the Van Don Special Administrative-Economic Zone Complex Casino Tourism Service Project comprises investor capital, loans, and mobilized capital. The project has a duration of up to 70 years from the date of the investor’s approval. The construction and operation timeline is expected to be within nine years from the date of land allocation or lease to the investor.

Mr. Nguyen Quang Huy, Chairman of Sun Group Northern Region, shared: “We are honored to be entrusted with the responsibility of implementing this important project. Previously, in Quang Ninh, Sun Group has made remarkable imprints by creating a synchronous “air-sea-land” infrastructure ecosystem with international-standard works such as Van Don International Airport – the first private international airport in Vietnam; Ha Long International Cruise Port – the first specialized port for international cruise ships; and expressways connecting Ha Long – Van Don and Van Don – Mong Cai. In addition, there are world-class entertainment and resort complexes like Sun World Ha Long and five-star hotels and resorts such as Yoko Onsen Quang Hanh and Oakwood Halong, transforming the face of Quang Ninh tourism and affirming Sun Group’s capability in developing large-scale infrastructure and tourism projects.

With Sun Group as the official investor of the Van Don Special Administrative-Economic Zone Complex Casino Tourism Service Project, Quang Ninh Province will soon possess a regional and global destination, gradually realizing the goal of becoming a dynamic and comprehensive development center, an international tourism hub, a marine economic center, and a gateway to the key northern economic region and the country, according to the Quang Ninh Province master plan for the period of 2021-2030, with a vision towards 2050.
