On August 15, the People’s Committee of Quang Ninh Province issued Document No. 3226/QD-UBND, approving Sun Group as the investor for the Van Don Casino Complex project – a pilot casino complex for Vietnamese people.

Earlier, the project was approved by the Prime Minister in Decision No. 1395/QD-TTg dated June 27, 2025. According to the approved plan, the project has a total area of 244.45 hectares and an investment of over $2 billion. The construction and operation duration is expected to be within 9 years from the date of land allocation.

One of the notable highlights of the project is the high-end casino activity, which will be piloted for Vietnamese people, but with strict criteria as prescribed by law.

In addition, the complex is planned as a high-end tourism and entertainment area, including main items such as casinos, hotels, resorts, condotels, commercial townhouses, shopping centers, offices, conference centers, sports, entertainment, and healthcare facilities.

Apart from the casino, the project also integrates tourism, resort, and entertainment services to cater to international visitors as well as a part of domestic tourists. The project is positioned as a closed complex, expected to contribute to the development of Van Don Economic Zone and Quang Ninh tourism.

Previously in Quang Ninh, Sun Group has participated in many large-scale infrastructure and tourism projects such as Van Don International Airport – Vietnam’s first private international airport, Ha Long International Passenger Port, and expressways connecting Ha Long – Van Don and Van Don – Mong Cai. The group has also invested in entertainment and resort complexes like Sun World Ha Long, Yoko Onsen Quang Hanh, and Oakwood Ha Long. These works have contributed significantly to expanding Quang Ninh’s transportation, service, and tourism infrastructure.

With the approval of the Van Don Casino Complex project, Sun Group continues its presence in the province. The project is expected to add a new destination to Quang Ninh’s strategy of becoming an international tourism center, a marine economic center, and a gateway to the key northern economic region according to the provincial planning for the 2021-2030 period, with a vision towards 2050.
