The Hanoi People’s Council approved the investment policy for the Ring Road 2.5
section from Cau Giay to Dich Vong in January 2016, with a total capital of
over VND 1,400 billion, a cross-section of 50 meters, and 6 lanes. The
starting point connects Cau Giay Street (intersecting with Nguyen Van Huyen),
and the endpoint intersects with the 50-meter planned road in Dich Vong New
Urban Area.

The road was expected to significantly reduce travel time between Cau Giay and
Yen Hoa, Trung Kinh, and connect Ring Road 2.5 to Nguyen Trai – Dam Hong.
However, after 9 years, the road remains on paper due to challenges in land
clearance.

The project site presents a mixed picture, with some sections cleared while
others await handover. Vacant lots are filled with construction debris and
garbage, with some areas utilized for vegetable gardens or parking.

Local resident Tran Ngoc Cuong shared, “Since 2016, we have not seen any
progress on the road project. About two years ago, some households agreed to
relocate, and their houses were demolished, but the debris was left behind,
affecting the lives of those who remained.”

The Ring Road 2.5 section from Cau Giay to Dich Vong New Urban Area is only
420 meters long.

The approved project, with a timeline of 2016-2025, has made no visible
progress.

Temporary housing has been erected on cleared land, indicating a lack of
progress in the project’s development.

According to the plan, the project was to be implemented in the 2016-2025
period. However, in reality, no significant progress has been made.

The cleared land has become a dumping ground for construction waste and
garbage, affecting the daily lives of nearby residents.

The stagnant project has led to the proliferation of temporary structures and
garbage dumps in the area.

The prolonged delay in the project’s execution has resulted in an eyesore of
garbage and temporary dwellings.

The garbage dump has become a permanent fixture in the daily lives of
residents in the area.

The cleared land has become a dumping ground for construction materials,
adding to the eyesore in the area.

New residential buildings are being constructed along the Ring Road 2.5,
highlighting the need for timely completion of the road project.
