The project commenced on January 15, 2022, and is being developed at the Energy Complex within the Dong Nam Quang Tri Economic Zone.

On August 15, Mr. Tran Quang Trung, Deputy Head of the Quang Tri Economic Zone Management Authority, announced that according to the adjusted investment registration certificate issued by the Quang Tri People’s Committee in December 2024, the total investment capital of the project has been adjusted from VND 53,668 billion to VND 59,202 billion (equivalent to USD 2.3 billion). The investors’ contribution to the project is over VND 14,800 billion, and the mobilized capital is over VND 44,400 billion.
The project will construct the Hai Lang LNG Port, capable of receiving LNG carriers ranging from 120,000 to 180,000 m3, with an annual LNG receiving capacity of 1.5 million tons. It will also include a 1,500 MW power plant.
According to the initial plan, the project was expected to be operational by 2026-2027. However, due to some challenges and delays, the timeline has been adjusted.

According to the Quang Tri Economic Zone Management Authority, from the second quarter of 2021 to December 2025, the project preparation phase includes the establishment, appraisal, and approval of pre-feasibility studies, feasibility studies, and basic designs. The project implementation phase includes technical designs, construction drawing designs, land clearance and compensation, and land leveling, among other activities.
From the first quarter of 2026 to the fourth quarter of 2029, activities will include design, procurement, construction of works, and installation of machinery and equipment, followed by testing and acceptance. In the second quarter of 2029, the project is expected to be completed, with the first unit of the Hai Lang LNG Project, Phase 1, becoming operational. The second unit is expected to be commercially operational by the fourth quarter of 2029.
Regarding this gas-fired power project, Mr. Le Duc Tien, Vice Chairman of the Quang Tri Provincial People’s Committee, recently met with investors to discuss the implementation of the Hai Lang LNG Project, Phase 1.
During the meeting, the investors proposed that the Quang Tri authorities and related departments actively support land clearance and resettlement, permit conversion of forest land use purposes, and address issues related to port infrastructure.
“The ultimate goal is to have the project constructed on the ground in the coming time, with operations commencing before 2030, contributing to making Quang Tri a regional energy hub,” said Mr. Tien. “According to the new plan, the project is expected to kick off in the first quarter of 2027 and become operational in the fourth quarter of 2029,” he added.
