In a press conference opening statement, Minister and Head of the Government Office Tran Van Son, Spokesperson of the Government of Vietnam, announced that to commemorate the 80th anniversary of the August Revolution and the National Day of the Socialist Republic of Vietnam (September 2, 1945 – September 2, 2025), the government has decided to simultaneously organize the groundbreaking and inauguration ceremonies for approximately 250 projects and investments at 80 locations nationwide (combining live and virtual events at all project sites) on the morning of August 19, 2025.
“These are extremely important political events, a shining milestone in our nation’s glorious history of nation-building and defense,” emphasized Minister Tran Van Son.
According to the Ministry of Construction’s review and compilation, there are 250 projects and investments from ministries, sectors, localities, corporations, and companies in 34 provinces and cities that meet the requirements for inauguration and groundbreaking. Specifically, there are 89 projects ready for inauguration and 161 projects ready for groundbreaking, categorized as follows:
Transport infrastructure: 59 projects; Civil and urban infrastructure: 44 projects; Industrial infrastructure: 57 projects; Technical infrastructure: 36 projects; Social housing: 22 projects; Agriculture and rural development: 6 projects; Culture and sports: 3 projects; Education: 12 projects; National defense: 1 project; and Healthcare: 10 projects.
Out of the 250 projects and investments, there are 8 national priority projects, 46 Group A projects, 155 Group B projects, and 41 Group C projects.
Total investment: VND 1,280,000 billion. Of this, VND 478,000 billion (37% of the total) is allocated from the state budget for 129 projects, and VND 802,000 billion (63% of the total) comes from other sources for 121 projects. There are also 5 FDI projects with a total investment of approximately VND 54,000 billion.
The impact of these projects includes the contribution to the country’s socio-economic development, enhanced regional connectivity, a boost to the country’s growth rate to 8% in 2025 and double-digit growth in subsequent years, the creation of jobs and livelihoods for the people, and improved living standards.
Furthermore, according to Deputy Minister of Construction Le Anh Tuan, these 250 projects are expected to contribute over 18% to the country’s GDP in 2025 and over 20% in subsequent years. The projects utilizing state budget funds will create a strategic infrastructure framework to attract private investment.

A host of iconic projects to be unveiled soon
Deputy Minister of Construction Le Anh Tuan provided additional details, stating that out of the 250 projects and investments that are ready for inauguration and groundbreaking, 80 locations have been selected for live and virtual broadcasts, while the remaining projects will be simultaneously inaugurated or launched.
Specifically, there are 91 projects ready for inauguration and 161 projects ready for groundbreaking. These include 59 transport infrastructure projects, 44 civil and urban infrastructure projects, 57 industrial infrastructure projects, 36 technical infrastructure projects, 22 social housing projects, 6 agriculture and rural development projects, 3 culture and sports projects, 12 education projects, 1 national defense project, and 10 healthcare projects.
Notable projects include the inauguration of the National Exhibition Center in Dong Anh district by Vingroup. According to the original investment plan, the project was scheduled for completion in 2027, but with the government’s strong encouragement and the dedication of various sectors and levels, construction began on August 30, 2024, and will be completed and inaugurated on August 19, significantly ahead of schedule. This project features a complex design, beautiful architecture, and super-large and super-heavy steel structures.
Also included in this groundbreaking ceremony is Viettel’s Research and Development Center, a flagship project for researching high-tech equipment, especially semiconductors, AI, and data. The total investment for this project is approximately VND 10,000 billion.
Another project is the inauguration of the Nghe An Cancer Hospital in Nghe An province, with a total investment of VND 1,259 billion and a capacity of 1,000 beds. Additionally, the Hai Anh Wind Power Plant project, valued at VND 1,565 billion, will be inaugurated, along with the groundbreaking of a commercial, service, and entertainment complex in Da Nang, developed by Da Nang Capital with a total investment of VND 79,790 billion and a scale of 76.9 hectares.
In the field of transportation, the Rach Mieu Bridge project, a testament to our nation’s effort and advancement, will be inaugurated. Previously, cable-stayed bridges required foreign consultants and contractors, with Vietnamese subcontractors, resulting in longer construction times. Now, with improved technology, Vietnamese designers and contractors have taken the lead, and the construction time has been reduced by four months.
