The list of projects eligible for special mechanisms includes the following: Investment in the construction of Gia Binh International Airport; aviation support works; resettlement projects, site clearance support works, direct airport connection roads, and related components.

The Resolution stipulates that the above-mentioned projects can undergo simultaneous procedures for adjusting planning, construction commencement, and investment approval.

Investors and project owners are exempt from obtaining construction permits as per the laws on construction. They are responsible for fulfilling the conditions for construction commencement within six months from the commencement date.

The Ministry of Public Security will decide on the investor for the Gia Binh International Airport construction project through a special case investor selection process as per the bidding laws before the National Assembly resolves to approve the investment policy.

Concurrently, the Ministry of Public Security will transfer the land area and completed components of the Gia Binh Airport project to the People’s Committee of Bac Ninh province. The latter will then hand over these assets to the chosen investor for the Gia Binh International Airport construction project.

The investor undertaking the Gia Binh Airport construction project is responsible for reimbursing the expenses incurred by the Ministry of Public Security to the state budget as per the law and the costs incurred by the People’s Committee of Bac Ninh province for land retrieval, compensation, resettlement support, and infrastructure reimbursement as stipulated by law.

The project for constructing aviation support works for Gia Binh International Airport will be implemented through a Public-Private Partnership (PPP) with a Build-Transfer (BT) contract. It will be funded by the state budget. This project is exempt from the investment decision as per PPP regulations. Capital allocation will follow the procedure for special public investment projects as per public investment laws. Investor selection for this project will follow a special case selection process and be specified in the project approval decision.

The Ministry of Public Security is the managing and authorized agency for the project. It is responsible for project preparation, contract signing, and capital allocation for investor payment according to the signed BT contract.

The Ministry of Construction is responsible for coordinating with the Ministry of Public Security to ensure that the Gia Binh International Airport aviation support works project complies with standards and technical regulations. It is also the beneficiary of the project results as per legal regulations.

According to the Resolution, the following projects will be implemented through a Public-Private Partnership (PPP) with a Build-Transfer (BT) contract and paid for with land funds: Resettlement project serving Gia Binh International Airport; Project for constructing site clearance support works for Gia Binh International Airport; Project for constructing direct airport connection roads for Gia Binh International Airport.

The Resolution also states that investor selection for these three projects will follow a special case selection process and be specified in the project approval decision. These projects are exempt from the investment decision as per PPP regulations. The project approval decision serves as the basis for land allocation, lease, and purpose conversion for project implementation.

The People’s Committee of Bac Ninh province is the authorized agency for these projects. It is responsible for project preparation, investor selection, contract signing, and land fund allocation for investor payment according to the signed BT contract.

This Resolution takes effect from August 14, 2025, until the completion of the projects benefiting from the special mechanisms and policies.

Gia Binh International Airport has been approved by the Ministry of Construction for adjustments to the master plan for developing the national airport and airfield system for the period 2021-2030, with a vision towards 2050. Gia Binh Airport is located in Bac Ninh province and is classified as a 4E-grade airport.

With this adjustment, the total area of Gia Binh International Airport is expected to cover approximately 1,960 hectares, making it larger than both Noi Bai and Tan Son Nhat airports (around 1,500 hectares each) and second only to Long Thanh airport (5,000 hectares).

The designed capacity is estimated at 30 million passengers per year for the period 2021-2030 and is projected to reach 50 million passengers per year by 2050.

The estimated investment cost is VND 120,839 billion for the period 2021-2030 and VND 61,455 billion by 2050.

The construction of Gia Binh International Airport is expected to commence on August 19, 2025.
