
The Vietnamese government has recently issued Resolution No. 3/2025/NQ-CP, dated August 14, 2025, on special mechanisms and policies for the investment and construction of the Gia Binh International Airport.
According to the resolution, the Gia Binh International Airport project is under the authority of the National Assembly for approval in principle. Projects related to flight operations, resettlement, site clearance, and direct connection roads will be implemented through public-private partnerships (PPP).
In terms of investment, construction, and investor selection, the resolution allows for the simultaneous implementation of procedures for master plan adjustments, construction commencement, and approval of investment proposals. Investors and project owners are exempt from obtaining a construction permit but must complete commencement conditions within six months from the commencement date.
The Ministry of Public Security is authorized to decide on investor selection for the project through a special case procedure as prescribed by the Law on Bidding before the National Assembly resolves to approve the investment proposal in principle.
The Ministry of Public Security is responsible for handing over the land area and infrastructure as-is to the People’s Committee of Bac Ninh province, which will then transfer it to the investor. The investor must reimburse the expenses incurred by the Ministry of Public Security and the People’s Committee to the state budget as regulated.
The projects for flight operation assurance facilities will be implemented through PPPs, with a build-transfer (BT) contract type and payment made from the state budget. The Ministry of Public Security serves as the project’s governing and competent agency, responsible for preparation, contract signing, and fund allocation. The Ministry of Construction will collaborate to ensure technical standards and asset reception upon completion.
Three projects for resettlement, site clearance, and direct connection roads will be implemented through PPPs with BT contracts, with payment made through land funds. The People’s Committee of Bac Ninh province is the competent agency for these projects, responsible for project preparation, investor selection, contract signing, and land fund allocation for payment.
By 2030, Gia Binh Airport Targets a Capacity of 30 Million Passengers
Regarding planning, environment, and land, the resolution states that two planning schemes for aviation development nationwide and in Bac Ninh province for 2021-2030, with a vision towards 2050, have been adjusted through an expedited procedure and are exempt from conducting a strategic environmental assessment. Related technical and specialized planning schemes are adjusted simultaneously.
When establishing, appraising, approving, or deciding on investment proposals for projects eligible for the above special policies and mechanisms, the competent authority is authorized to decide on matters that differ from the related approved planning and planning schemes. After the project is approved, the related planning and planning schemes must be promptly reviewed, adjusted, updated, and publicized.
The People’s Committee of Bac Ninh province is permitted to use the rice cultivation land allocation for the project to carry out procedures for land-use purpose conversion.
The resolution takes effect from August 14 and will be applied until the projects benefiting from the special mechanisms and policies are completed.
Earlier in August, the Ministry of Finance received an investment proposal for the project from Masterise Group – the first domestic enterprise to express interest in developing the airport. If approved, the airport will serve national security and defense purposes and act as Hanoi’s aviation gateway, aiming to become a significant Asian transit hub and an air logistics center.
By 2030, the airport is targeted to have two runways, serving 30 million passengers and 1.6 million tons of cargo annually. By 2050, it is expected to expand to four runways, accommodating 50 million passengers and 2.5 million tons of cargo.
The total investment for the project is estimated at VND 195,124 billion (approximately USD 7.5 billion), comprising VND 29,268 billion in capital contribution from the investor (15%) and over VND 165,855 billion in mobilized capital (85%).
In July, the Ministry of Construction approved adjustments to the master plan for the development of the national airport and airfield system for 2021-2030, with a vision towards 2050. A notable addition to the plan was the Gia Binh International Airport (Bac Ninh) and adjustments to the capacity of Noi Bai International Airport (Hanoi).
As per the new decision, the Gia Binh International Airport is classified as a 4E-grade airport, located in Bac Ninh province in the key northern economic region. The airport is envisioned to become a significant aviation hub, sharing the burden with Noi Bai International Airport.
The new planning area for Gia Binh Airport spans 1,960 hectares, surpassing Noi Bai (1,500 hectares) and Tan Son Nhat (approximately 1,500 hectares), second only to Long Thanh (5,000 hectares).
