According to the current regulations stated in Article 27 of the Law on Exit and Entry, there are four specific cases that lead to passport revocation or cancellation of its usage. Based on practical considerations, the draft law proposes to add three new cases, as follows:

In addition, the four existing cases of passport revocation remain unchanged, which include:
Passports that are still valid but have been lost;
Passports not collected within 12 months from the promised date without a written explanation from the citizen;
Passports of individuals who have renounced, been stripped of, or had their decision to acquire Vietnamese citizenship revoked;
Diplomatic and official passports of individuals who are no longer eligible to hold them; and passports issued to individuals who have violated regulations on passport management and usage.
