On August 15, the Da Nang City Police announced the arrest and prosecution of Le Cong Kha (51, residing in Lien Chieu Ward, Da Nang) for the crime of “Usurious lending in civil transactions.”

Through operational activities, the police detected that Le Cong Kha had a complicated social relationship and exhibited signs of unusual wealth. The officers patiently conducted surveillance and gathered evidence.

On August 7, Kha was summoned to the police station for interrogation. Initially, he stubbornly denied the charges, but eventually confessed to lending money at interest rates ranging from 120%/year to over 300%/year when confronted with irrefutable evidence.

The investigation has revealed that Kha lent money to two victims, M.L.H.L and P.Q.P., charging an annual interest rate of 120% and 326%, respectively, and profiting nearly VND 1 billion illegitimately.

A search of Kha’s residence yielded VND 25.4 million, USD 6,000, a money counter, vehicles, savings books, loan documents, as well as a pepper spray gun and an electric shock device.

The Criminal Police Department has initiated a prosecution and detained Le Cong Kha for the offense of “Usurious lending in civil transactions,” and the investigation into the case is ongoing.
