Prime Minister Pham Minh Chinh attended and directed the signing ceremony and deployment of the Gas-Power Chain Project in Lot B – O Mon in October 2023

The Gas-Power Chain in Lot B – O Mon consists of three components: gas exploitation at the offshore Lot B field in the Southwest, a 431km pipeline to bring gas onshore, and a group of gas-fired power plants at the O Mon Power Center. The upstream projects, managed by Phu Quoc POC, and the midstream projects, led by SWPOC, are being developed simultaneously. In early August, the first two technology rigs of the Lot B gas field project commenced construction at the Vietsovpetro port, while the pipeline project is also under construction offshore and onshore.

This is the first time that the three components of the Gas-Power Chain in Lot B are being implemented in parallel, setting the stage for the downstream phase. With an investment of 1.277 billion USD, the pipeline will transport 5-6 billion cubic meters of gas annually to the mainland, supplying gas to power plants and industrial users in the Mekong Delta region.

O Mon IV is the first power plant to be constructed in the O Mon Power Center. With a capacity of 1,155 MW, it utilizes highly efficient and environmentally friendly technology. It is expected to commence commercial operations by the end of 2028, coinciding with the timing of gas supply from Lot B. Once operational, O Mon IV will increase the total capacity of power sources managed by Petrovietnam to over 9,300 MW, equivalent to approximately 10% of the national power system – providing clean and stable electricity directly to the Mekong Delta region.

O Mon IV is the first link in the downstream chain to fulfill the construction requirements, laying the foundation for gas reception and commercial power generation in the next few years. With an estimated gas reserve of 100 billion cubic meters, the Lot B chain of projects is considered a long-term strategic energy source for Vietnam, reducing reliance on coal and hydropower.

The Lot B Gas-Power System also provides impetus for supporting industries, logistics, construction, and domestic manufacturing; increasing the participation of Vietnamese enterprises in the entire chain. For the Mekong Delta, which relies heavily on transmitted electricity, the establishment of the O Mon Power Center marks a turning point for local energy and industrial development.
