The Hanoi People’s Committee has issued a decision approving the adjustment of the detailed planning for the first construction phase of the Tay Nam Hanoi new urban area at a scale of 1/500 for the B9/CC1, CC3, and C3/HH, C3/CC1-1 planning blocks in Yen Hoa ward, Hanoi.
According to the Hanoi People’s Committee, the approved plan aims to reorganize the layout, architectural and landscape design to align with operational, management, and underground construction needs. It also ensures that land use functions and planning indices comply with the approved 1/2000 and 1/500 urban planning orientations. This decision provides a legal basis for the investor to develop construction projects and for authorities to manage the area according to the approved planning.

In terms of location, the B9/CC1 and CC3 planning block is situated with its northeast side bordering the Dich Vong Hau Kindergarten and Dinh Nup street, southwest side bordering Nguyen Quoc Tri street, and northwest and southeast sides bordering existing roads.
The C3/HH and C3/CC1-1 planning block is located with its northeast side bordering Nguyen Chanh street, northwest side bordering Mac Thai Tong street, southwest side bordering Dinh Nup street, and southeast side bordering an existing road.
The planning scale remains unchanged from the approved detailed planning for the first construction phase of the Tay Nam Hanoi new urban area at a scale of 1/500: The B9/CC1 and CC3 planning block has an area of 9,145 square meters, while the C3/HH and C3/CC1-1 planning block has a total area of 7,661 square meters (including 5,661 square meters for C3/HH and 2,000 square meters for C3/CC1-1).
The adjustment principles maintain the original position, scope, and area of the B9/CC1, CC3, and C3/HH, C3/CC1-1 planning blocks as per the approved 1/500 detailed planning.
The adjusted planning indices (including building density, land use coefficient, and building height) are within the framework of land use indices specified in the approved H2-2 urban planning at a scale of 1/2000, complying with QCVN 01: 2021/BXD, current design standards, and relevant regulations. The functions of the structures are specified in accordance with the approved detailed planning and the H2-2 urban planning orientation at a scale of 1/2000.
The adjustment ensures harmony and compatibility with the area’s social and technical infrastructure, without altering the transportation system and technical infrastructure framework defined in the approved detailed planning for the first construction phase of Tay Nam Hanoi new urban area at a scale of 1/500 and the H2-2 urban planning orientation at a scale of 1/2000.
Other contents not within the scope of this adjustment remain unchanged according to the detailed planning previously approved by the City People’s Committee.
The City People’s Committee assigns the People’s Committee of Yen Hoa ward to coordinate with the Department of Planning and Architecture and Thuy Duong Investment Joint Stock Company to publicly announce the approved detailed planning adjustments for relevant agencies, organizations, and people to be aware of, as per regulations.
