“Immediate Actions”
On the morning of August 16, Prime Minister Pham Minh Chinh chaired a national conference to review the implementation of social housing development targets for the first seven months of 2025 and plan for the remaining months of the year to achieve the goal of constructing 100,000 social housing units this year; adjusting and assigning social housing development targets for 2025 and subsequent years.

The Prime Minister requested that the ministries, sectors, and localities continue to focus on several key tasks – “immediate actions.” Accordingly, consider the task of developing social housing as an important political task for the entire political system.
Ministries, sectors, and localities must be highly focused, concrete, and thorough in each project, setting the highest political determination to complete the social housing targets assigned by the Government for 2025; supplementing the assigned social housing targets is one of the contents, tasks, and targets in the Resolution of the Party Congress term 2025 – 2030.
The Prime Minister also noted that it is necessary to be highly creative and innovative in thinking, ensuring “three yeses and two nos.” The “three yeses” are being beneficial for the country, the people, and the enterprises, and the “two nos” are no personal motives, corruption, or negative behavior, and no waste or loss of assets.
Regarding the ministries, the Prime Minister directed the Ministry of Construction to take the lead and coordinate with relevant ministries and sectors to grasp the situation and timely guide the implementation of the conclusions of the Politburo, Instruction 34 of the Secretariat, Resolution No. 201 of the National Assembly, and Decree No. 192 of the Government.
The Ministry of National Defense and the Ministry of Public Security shall, based on Resolution 201, Decree No. 192, and their assigned authority, direct specialized agencies and units under their management to coordinate with the Provincial People’s Committees to implement projects to invest in the construction of housing for the armed forces within their management scope; start constructing social housing according to the targets assigned by the Prime Minister.
Hurry up and complete the steering committee
The Vietnam General Confederation of Labour, based on the provisions of Resolution 201 and detailed guiding documents, shall direct specialized agencies and units under its management to implement investment in the construction of social housing for union members to rent; start constructing social housing according to the targets assigned by the Prime Minister.
The State Bank of Vietnam is assigned to continue coordinating with relevant ministries and sectors to strongly promote the disbursement of the VND 120,000 billion credit program for social housing, worker housing, and housing for the armed forces. Arrange preferential credit packages for groups of officials, public employees, and young people affected by the organizational restructuring process to buy, rent-purchase, or rent houses…
The conference was held at the Government Office and connected to 34 provinces and cities.
For localities, the Prime Minister requested that they coordinate with ministries, sectors, and competent agencies to promote supply, replicate good models and good practices; base on the regulations and directions of the competent authorities to guide timely, flexible, and effectively with both housing developers and social housing buyers, rent-buyers, and tenants.
The Prime Minister requested an urgent completion of the local social housing steering committee, headed by the Secretary or Chairman of the Provincial People’s Committee, who shall be responsible before the Government and the Prime Minister for the results of social housing development in the locality.
The Prime Minister requested that the localities urge investors of commercial housing projects to carry out procedures for investment in the construction of social housing on the 20% land fund of the project according to the 2023 Housing Law, to start construction in 2025.
For the remaining projects and projects that have just started construction in 2025 (about 90,200 apartments), priority should be given to administrative procedures, grasping and immediately resolving difficulties and problems…, “overcoming the sun, winning the rain”, completing a minimum of 26,000 apartments in 2025 and creating a basis for completing the targets in the following years.
The Prime Minister basically agreed with the proposals and recommendations, including the proposal of the Ministry of Construction to raise the threshold of income to buy social housing in a more suitable direction, assigning the Ministry of Construction to propose amendments according to the abbreviated procedure Decree No. 100/2024/ND-CP of the Government detailing a number of articles of the Housing Law on social housing development and management.
Progress on the Social Housing Project: One Million Homes by 2030

However, to achieve the goals of the project, including the completion of 100,000 social housing units in 2025, much work remains to be done.
