The Prime Minister shared that there are currently 692 social housing projects underway nationwide, totaling 633,559 units. Of these, 146 projects have been completed, providing 103,717 units; 144 projects have been initiated, with 127,261 units under construction; and 402 projects have been approved for investment, offering 402,581 units. Thus, the number of completed, under-construction, and approved projects by 2025 accounts for 59.6% of the target set by the Scheme, aiming for approximately one million social housing units by 2030.

As presented by Deputy Minister of Construction, Nguyen Van Sinh, during the Conference, practical inspections and reports from localities revealed that in the first seven months of 2025, 36,962 out of 100,275 units were completed (37%), with an expected additional 36,700 units to be finished by the year-end (a total of 73,671 out of 100,275 units, achieving 73%). Additionally, 127,261 units are under investment, including 47 projects initiated in the last seven months with 39,871 units.

Notably, Hanoi and Ho Chi Minh City, the two largest cities, were assigned to complete 4,670 and 13,040 units, respectively, in 2025. Hanoi has accomplished 2,060 units as of the first seven months, reaching 44%, with 4,966 units under construction. It is expected to finish 3,664 units by the year-end, attaining 78% (with a shortfall of 1,006 units). Meanwhile, Ho Chi Minh City has completed 4,277 units, with 13,727 units under construction and an anticipated completion of 6,902 units in 2025, achieving 53% (a deficit of 6,138 units).

Furthermore, after seven months, several localities have accomplished over 50% of their assigned targets, including Bac Ninh, Quang Ninh, Nghe An, and Lao Cai.

In the remaining months of 2025, the following localities are likely to achieve or surpass their targets: Hai Phong, Hue, Hung Yen, Bac Ninh, Quang Ninh, Nghe An, and Tay Ninh.

Localities projected to attain over 50% of their targets include Hanoi, Ho Chi Minh City, Da Nang (pre-merger Da Nang expected to reach 120% of its target), Lao Cai (pre-merger Lao Cai expected to reach 89%), Phu Tho (pre-merger Hoa Binh and Vinh Phuc expected to reach 100%), Ninh Binh (pre-merger Ha Nam expected to reach 117%), Quang Ngai, Dak Lak (pre-merger Dak Lak expected to reach 60%), Dong Nai (expected to reach 102%), Dong Thap (pre-merger Tien Giang expected to reach 78%), and An Giang (expected to reach 84%). Ca Mau is also included in this group.

Localities with less than 50% achievement include Can Tho (pre-merger Hau Giang expected to reach 100%), Thai Nguyen, Lang Son, Thanh Hoa, Ha Tinh, Khanh Hoa, Gia Lai, Lam Dong (pre-merger Dak Nong expected to reach 96%), and Vinh Long (pre-merger Ben Tre expected to reach 60%).

Some localities have not commenced any projects, including Cao Bang, Son La, Dien Bien, Lai Chau, and Ha Tinh.

Proposals to amend regulations on income conditions for purchasing or renting social housing

To further refine legal provisions and facilitate practical implementation, the Ministry of Construction proposed amendments to several regulations in the Government’s Decree dated July 26, 2024, detailing a number of articles of the Law on Housing regarding the development and management of social housing.

Specifically, it is suggested to adjust the income conditions for purchasing or renting social housing. For single individuals, the income limit is proposed to be increased from 15 million to 20 million VND per month. For married couples, the combined income limit is proposed to be raised from 30 million to 40 million VND per month, based on salary and wage tables.

Amendments are also proposed regarding income confirmation for social housing purchase or rent for those without employment contracts. It is suggested to assign the local police at the commune level to confirm income based on the population database, following the Prime Minister’s direction in the Conclusion of the Government Office on March 18, 2025.

Additionally, it is proposed to review and reduce the interest rates for preferential loans for purchasing or renting social housing through the Vietnam Bank for Social Policies.
