Target of 100,000 Social Housing Units for 2025
On August 16 in Hanoi, Prime Minister Pham Minh Chinh chaired a conference to review the implementation of social housing development targets for the first seven months of 2025 and deployment plans for the remaining five months of the year.
In his opening remarks, Prime Minister Chinh emphasized that throughout Vietnam’s rapid and sustainable development journey, the Party and State have upheld the principle of not sacrificing social progress, welfare, and environmental protection for the sake of pure economic growth.

This commitment to balancing growth with social welfare has been evident, especially during challenging times such as pandemics, natural disasters, and other crises.
Ensuring adequate housing for all citizens is a key aspect of this welfare state. Along with government investment, the nation has embraced the motto, “Those with means help with money, and those with less help with whatever they can,” successfully providing housing for those who have contributed to the nation’s revolution and effectively addressing the issue of temporary and dilapidated housing nationwide. This was accomplished five years ahead of the initial target.
The Prime Minister underlined that ensuring housing for all is a program with profound humanitarian significance, reflecting not just a responsibility and obligation but a dictate of the heart, a bond of kinship, and a demonstration of national unity.
The Prime Minister approved a project to invest in the construction of at least one million social housing units for low-income earners and industrial park workers for the period 2021-2030. Recently, this project was expanded to include civil servants facing housing difficulties, with a target of building 100,000 units in 2025.
692 Social Housing Projects Underway Nationwide
Highlighting the profound significance of social housing development, the Prime Minister stated that investing in social housing is investing in the nation’s future and contributes to overall socio-economic progress while providing a roof and a sense of community for those in need.
In Decision No. 444/QD-TTg dated February 27, the Prime Minister assigned targets for the number of social housing units to be completed by each locality during the period of 2025-2030, totaling 995,445 units, including 100,275 units for 2025.
To date, the Government has issued two resolutions, 12 directives, decisions, and telegrams, and organized two conferences to promote social housing development. It has also submitted a resolution to the National Assembly to address bottlenecks in social housing development policies and issued a resolution detailing the implementation of the National Assembly’s resolution.
As a result, there are currently 692 social housing projects nationwide, offering 633,559 units. Of these, 146 projects with 103,717 units have been completed, 144 projects with 127,261 units are under construction, and 402 projects with 402,581 units have been approved for investment.
This means that the number of completed, under-construction, and approved projects for 2025 accounts for 59.6% of the target set out in the project, which aims to invest in the construction of approximately 1,062,200 social housing units by 2030.
Sharing the model of the An Van Duong new urban area in Hue City, the Prime Minister noted that social housing development should offer diverse options and purchasing or rental schemes. Social housing areas must also ensure essential infrastructure regarding transportation, electricity, telecommunications, water supply and drainage, environmental sanitation, and cultural, medical, and educational facilities.
