Gia Binh International Airport Artist’s Impression

The government has just issued Resolution No. 3/2025/NQ-CP dated August 14, 2025, on special mechanisms and policies for the investment and construction of Gia Binh International Airport in Bac Ninh province.

According to the resolution, the Ministry of Public Security is entrusted with the authority to select investors for this project through an exceptional procedure, even before obtaining the National Assembly’s approval on the investment policy. This is to ensure the timely commencement and implementation of the project. Concurrently, the Ministry of Public Security will transfer all land and invested assets to the People’s Committee of Bac Ninh province for subsequent handover to the selected investor. The chosen investor is obligated to reimburse the expenses incurred by the Ministry of Public Security and Bac Ninh province for land retrieval, compensation, resettlement, and infrastructure development.

This resolution applies to relevant ministries, sectoral agencies, local authorities, and investors, focusing on three groups of special mechanisms: investment-construction-investor selection; planning; and environment and land. Projects related to the airport, air traffic control facilities, resettlement, site clearance, and connecting roads will be implemented through public-private partnerships (PPP). The investor is exempt from obtaining a construction permit but must fulfill the conditions for project commencement within six months after the groundbreaking.

Specifically, the air traffic control facilities will be constructed through a build-transfer (BT) contract and financed by the state budget. The Ministry of Public Security, as the managing agency, will directly sign the contract, arrange for payment, and coordinate with the Ministry of Construction to ensure compliance with technical standards for aviation facilities. The Ministry of Construction will also be the recipient of the assets upon project completion.

The People’s Committee of Bac Ninh province is authorized to sign PPP contracts, proactively allocate land for payment to the investor under the BT contract, and approve compensation, support, and resettlement plans. The province is also empowered to convert rice cultivation land usage according to the project’s requirements.

Regarding planning, the master plan for the development of Vietnam’s airport system and the Bac Ninh province plan for 2030 will be adjusted through an expedited process, bypassing the need for a strategic environmental assessment. Sectoral planning can be adjusted simultaneously. The authorized agency is permitted to approve contents that differ from the current planning and subsequently update the planning documents.

This resolution takes effect from the date of signing (August 14, 2025) and remains valid until the completion of all projects under the Gia Binh International Airport complex.
