
The An Phu Interchange project, located at the eastern gateway to Ho Chi Minh City, is managed by the Ho Chi Minh City Management Authority for Transportation Works Construction with a total investment of over VND 3,400 billion. This project directly connects to the Ho Chi Minh City – Long Thanh – Dau Giay Expressway and Long Thanh International Airport.

The An Phu Interchange project has implemented 13 out of 18 construction packages within the site handed over. Some basic items have been completed, including Ba Dat Bridge, Giong Ong To Bridge, and Tunnel HC1-01. However, the overall progress of the project is lagging, with low construction output and many critical milestones missed.

According to the Ho Chi Minh City Department of Construction, Tunnel HC1-02 (Package XL6) started in March 2023 but has only reached 70% completion as of now. It is expected to be finished by April 2026, 19 months behind the initial schedule.



The other packages are also facing delays: the N2 Overpass has only reached 45% completion; the N1.1 and N1.3 branches have achieved 17%; and the N3 and N4 Overpasses are at 18%. Many other items, such as the central tower, greenery, and lighting, have not started construction yet and are still in the technical design stage.

According to the new milestones set by the Ho Chi Minh City Management Authority for Transportation Works Construction (Traffic Management Authority), the N2 Overpass is expected to be completed by December 31, 2025, Tunnel HC1-02 by April 30, 2026, and the N3 and N4 Overpasses by June 30, 2026. The entire An Phu Interchange project is anticipated to be finished by December 31, 2026, approximately 12 months behind the initial schedule.



The report from the Department of Construction clearly states that the progress of all items is behind schedule. Tunnel HC1-01, which began construction in April 2023, was supposed to be completed by September 2024 but was only opened to traffic in June 2025, nine months later than planned.

In the last six months of 2024, Tunnel HC1-01’s progress increased by only 4%, and in the first six months of 2025, it rose by another 16%. Tunnel HC1-02 is also lagging, with an increase of only 8% in the last six months of 2024 and 4% in the first half of 2025.

Given this situation, the Department of Construction has proposed that the Ho Chi Minh City People’s Committee direct the Director of the Ho Chi Minh City Management Authority for Transportation Works Construction to urgently review all packages, strictly handle tardy contractors, request additional construction crews, and organize “3 shifts and 4 teams” to make up for lost productivity. The director must report the results before August 25 and will be held accountable to the Ho Chi Minh City People’s Committee if the project continues to fall behind schedule.
