On August 20, the Ho Chi Minh City Department of Civil Judgment Enforcement provided an update on the third round of payments to bondholders in the Van Thinh Phat case.
The enforcement of the judgment was based on the first-instance criminal judgment No. 504/2024/HSST dated October 17, 2024, of the Ho Chi Minh City People’s Court, the appeal judgment No. 259/2025/HS-PT dated April 21, 2025, of the Ho Chi Minh City High-Level People’s Court, and the enforcement decision No. 3699/QD-CTHADS dated June 16, 2025, of the Chief Judge of Ho Chi Minh City Department of Civil Judgment Enforcement.
According to the authorities, the total amount collected during the previous enforcement process was approximately VND 7,400 billion, including over VND 1,461 billion seized by the Investigation Agency of the Ministry of Public Security and more than VND 6,000 billion directly collected by the Ho Chi Minh City Department of Civil Judgment Enforcement.

In the first round of payments, the enforcement agency disbursed more than VND 7,250 billion to 41,441 bondholders, equivalent to a rate of 24.81%.
In the second round, the Ho Chi Minh City Department of Civil Judgment Enforcement made payments to 41,441 bondholders, totaling VND 696 billion, at a rate of 2.4553%.
After the first two rounds of payments, the enforcement agency further processed assets and collected an additional VND 376.12 billion.
With this supplementary fund, on August 20, 2025, the Ho Chi Minh City Department of Civil Judgment Enforcement conducted the third round of payments to 42,141 bondholders, with a rate of 1.25% of the remaining amount to be enforced. For 967 bondholders who have not provided their account information, the agency deposited the enforceable amount into a savings account as regulated.
During this third round of payments, the Ho Chi Minh City Department of Civil Judgment Enforcement temporarily waived the enforcement fee upon receiving multiple requests from bondholders to consider waiving this fee. Regarding this matter, the agency has reported and sought guidance from higher authorities. Once a decision is made, the agency will inform the bondholders accordingly.
Currently, the Ho Chi Minh City Department of Civil Judgment Enforcement is in the process of verifying, measuring, and appraising the assets determined by the previous judgment to belong to Ms. Truong My Lan and other individuals and organizations with relevant enforcement obligations. Simultaneously, the agency has requested the Saigon Commercial Bank (SCB) to transfer the frozen funds in accordance with the first and second-instance judgments.
Upon receiving the results of asset processing and the transferred funds from the bank, the Ho Chi Minh City Department of Civil Judgment Enforcement will continue to make payments in subsequent rounds.
The enforcement agency also urged the beneficiaries and related individuals and organizations to refrain from accessing unofficial links and to regularly monitor official channels for accurate information to prevent any misuse or exposure to misleading information.
The Ho Chi Minh City Department of Civil Judgment Enforcement affirmed its commitment to utilizing all available resources to enforce the judgment and maximize the legal rights and interests of the bondholders.
