According to the Hanoi Portal, Vice Chairman of the City People’s Committee Duong Duc Tuan has recently signed a decision approving adjustments to the detailed planning of the Southwest Hanoi Urban Area at a scale of 1/500, specifically concerning land plots B9/CC1, CC3, and C3/HH, C2/CC1-1 in Yen Hoa Ward.

Specifically, land plot B9/CC1 and CC3 spans an area of 9,145 square meters, situated next to the Dich Vong Hau Kindergarten and Dinh Nup Street to the northeast, with Nguyen Quoc Tri Street to its southwest, and existing roads along the northwest and southeast sides.
Meanwhile, land plot C3/HH and C2/CC1-1 covers an area of 7,661 square meters, bordering Nguyen Chanh Street to the northeast, Mac Thai Tong Street to the northwest, Dinh Nup Street to the southwest, and another existing road to the southeast.
The adjustment maintains the original scope, boundaries, and area as per the approved 1/500 planning. Planning indices such as construction density, land use coefficient, and building height remain within the framework of the H2-2 sub-region planning.
According to city leaders, this adjustment aims to specify the function of the structures in accordance with the detailed planning and provide a legal basis for the investor to proceed with project development and implementation.

TD Group had previously planned to invest in a commercial and service complex in Nam Trung Yen with a capital of over VND 1,229 billion, but the project was later divided into three separate parts.
Notably, the Maslight Tower project is located on land plot C3/HH at the intersection of Nguyen Chanh and Mac Thai Tong streets. It comprises 29 floors aboveground and four basements, reaching a height of 107 meters. The project is envisioned as a Grade A office building offering nearly 80,000 square meters of leasable space and over 21,000 square meters of parking area. Although it was scheduled to commence construction in the second quarter of 2023 and be completed by the first quarter of 2025, the site remains vacant as of now.
In parallel, land plots B9/CC1 and B9/CC3 are being developed as the Maslight Hi-Tech Park, featuring a B+ grade office building with 15 floors, over 43,000 square meters of commercial space, and a 5-story shophouse block. The project was planned to break ground in the fourth quarter of 2023 and be completed by the second quarter of 2025, but it has not yet commenced.
TD Group, formerly known as Thuy Duong Limited Company (established in 2003 in Hai Phong), started in the retail furniture business under the Dafuco brand before expanding into real estate development in 2005.
The company is notable for its TD Plaza – a commercial, office, and residential complex in Le Hong Phong, and TD Lakeside Villa – a villa and townhouse project by Phuong Luu Lake in Hai Phong. TD Group has also proposed the Nam Viet Tri Urban Area project in Phu Tho province, spanning over 600 hectares and requiring tens of thousands of billion VND in investment. Additionally, the company has expressed intentions to expand to Ho Chi Minh City and Can Tho.
As of 2022, the company’s General Director and legal representative is Mr. Nguyen Van Luan, the founder of TD Group. The company’s strategic shareholders include Prudential Vietnam, VINA-VP Capital, and Phu Thai Group.
