Sabeco Seeks Environmental Impact Assessment for Expansion of Cu Chi Brewery

Sabeco’s Cu Chi Brewery aims to increase its production capacity and undergo expansion.
Vietnam’s leading beverage company, Sabeco, is seeking approval for an environmental impact assessment (EIA) for its Cu Chi Brewery expansion project. The project entails increasing the brewery’s production capacity from 264 million liters per year to 350 million liters per year and constructing a rental factory for packaging production.
According to Sabeco, the total investment for the capacity expansion project is VND 855 billion. The Cu Chi Brewery was initially designed with a capacity of 200 million liters per year, with the potential to expand to 800 million liters. Completed in 2007, the brewery started with a capacity of 100 million liters, which was later increased to 264 million liters in 2011. In 2019, Sabeco decided to further invest in expanding its capacity to 350 million liters.
However, the project has faced several challenges. The 2020 EIA report was not approved, despite a positive evaluation, due to the need for revisions. Subsequently, the project was temporarily halted due to the COVID-19 pandemic.
In September-October 2023, Sabeco resubmitted the EIA report, and the Ministry of Agriculture and Environment requested further adjustments. Similarly, in May-June 2025, the ministry did not approve the report and again suggested corrections.
The Cu Chi Brewery spans 50.1 hectares. The current capacity of 264 million liters comprises 117.9 million liters of bottled beer and 146.1 million liters of canned beer. The expanded capacity will include 100 million liters of bottled beer and 250 million liters of canned beer.
Additionally, the project includes renting a factory for packaging production, with the tenant being the Binh Duong Packaging Factory Branch of Saigon Beer Packaging Joint Stock Company.
Notably, Sabeco’s Cu Chi Brewery has not yet operated at full capacity. According to the company’s reports, the brewery’s output was 179.2 million liters in 2023, decreasing to 166.7 million liters in 2024, and is expected to reach 211 million liters in 2025.
In terms of timeline, Sabeco aims to obtain approval from the authorities in Q4 2025 and commence the project in Q4 2025-Q1 2027. The company expects to complete and finalize the project in Q4 2026-Q1 2027.
