On the afternoon of August 18, 2025, Prime Minister Pham Minh Chinh attended the inauguration ceremony of the National Data Center No.1 in Hoa Lac High-tech Park. With an area of over 20 hectares, this center is one of the most modern and large-scale projects in Southeast Asia. In a solemn yet enthusiastic atmosphere, the Prime Minister likened the center to the “heart of the national digital transformation” and affirmed that the project has materialized the “faith placed in the right hands, and the heart given to the right person”. He also instructed agencies to submit to the Government a decree on breakthrough mechanisms in creativity and data exploitation, aiming to make data the center of the economy.
The inauguration of the National Data Center marks a milestone not only for the information technology industry but also for the country’s development process. While the inauguration of a factory or an industrial plant marked the beginning of industrialization in the 20th century, the opening of a data center today declares that Vietnam has entered an era of development driven by science, technology, innovation, and digital transformation. In this era, data has become the foundation of all decisions and a strategic resource shaping the country’s competitive advantage.

Centralized and modern data infrastructure will enable more efficient government operations, faster public services, and smoother business operations. When data “speaks for” citizens, they no longer need to carry piles of papers from one agency to another. When data is shared, businesses will no longer be entangled in redundant procedures. And when all processes are transparent, there will be less room for arbitrary behavior and favoritism. A data-driven government is a government that is close to the people, upright, and effective. This is the power of digital transformation that the National Data Center is initiating.
Beyond governance, the National Data Center is also a fuel for innovation. Artificial intelligence, big data, the Internet of Things, and cloud computing all require a large, secure, and reliable data platform to thrive. Here, an innovation ecosystem can emerge and flourish, involving research institutes, universities, technology companies, large corporations, and aspiring startups. These vast datasets are fertile ground for Vietnamese intellectuals to generate ideas, create new products, services, and business models. It is not unlikely that in the near future, this Center will give birth to artificial intelligence platforms with Vietnamese brands, helping the country make its mark on the global technology map.
The significance of this project lies not only in economic development but also in strengthening the country’s power and enhancing Vietnam’s standing in the international arena. In a flat world, those who control data hold both soft and hard power. Vietnam’s ownership of a modern and large-scale data center demonstrates its capacity to safeguard cyber sovereignty and security. This is a solid shield protecting the nation in the new era and a badge of international credibility, assuring partners and investors of a transparent, safe, and modern Vietnam.
However, the inauguration of the National Data Center is just the beginning. To make data the “flow of development”, we need to improve the institutional framework to encourage data sharing and utilization, train high-quality human resources, and foster a culture of responsible, innovative, and humane data exploitation. Locked up, data is just lifeless numbers. Only when connected, analyzed, and applied, data transforms into knowledge, wealth, and strength for the nation to rise.
Thus, this event is not merely the inauguration of a technological facility but also the opening of a new era – the era of knowledge. It symbolizes the shift from a natural resource-dependent economy to a data-driven one. It affirms that in the 21st century, Vietnam will not only rely on its resilient spirit and existing resources but will also rise through science, technology, innovation, and human intelligence.
When the Prime Minister referred to the National Data Center as the “heart of the national digital transformation”, he emphasized its true nature: it is not just technological infrastructure but the heart that pumps blood throughout Vietnam in the digital age. From this heart, data streams will spread across all sectors and fields, nourishing the power of knowledge, and opening up new horizons of development. And it is also a promise for the future: a green, innovative, modern, and powerful Vietnam.
